1.2 BUILDING DESCRIPTION

A. GENERAL:

1. The Burlington Courthouse and Federal Building is a 6 story structure with a basement and sub basement which contains 147,860 gross square feet of offices, Post Office (approximately 16,000 sf of the gross) and courtroom space. The main entrance opens into the Post Office Lobby, which has terrazzo flooring. The building is located in the heart of the commercial business district of Burlington, VT.

Major renovations have been undertaken over the last couple of years, including replacement of the elevators, main electrical gear, generator, the windows, and HVAC air handling units serving the second through sixth floors. The roof was replaced in FY 06.

B. HVAC SYSTEMS:

1. The water heating system at the Burlington Federal building and US Post Office is made up of three Cleaver Brooks 6,277,000 btu/hr, 150 hp steam dual fuel gas/oil fired boilers;

two 20 hp Taco circulating pumps with variable speed drives, and an industrial combustion boiler instrument control.

The chilled water system is comprised of two Marley 150 ton cooling towers, two Trane 180 ton chillers, and four Taco 10 hp pumps.

There are ten newer Trane air handlers ranging in size from 1,575 to 9,220 cfm, accompanied by six older Dunham Bush air handlers, which range in size from sizes 1,600 to 5,900 cfm, and one 1,680 cfm Carrier air handling unit. Two of the Dunham Bush air handlers are inactive. There is ten Trane and 44 Price Manufacturing variable air

volume (VAV) boxes of varying duct sizes. There is also a Frigidaire heat pump, and a Trane 5 ton package unit with two remote heating coils.

Located under the windows are two-hundred and ten Trane fan coil units with combination heating/cooling coils, eighty feet of steam convection baseboard and seventy-five feet of hot water baseboard. There are also four ceiling mounted fan coils.

There are six split system A/C systems ranging in cooling capacity from 1.5 tons to 10 tons including a 1.5 ton Mitsubishi, two 2 ton Liebert computer room systems, a 2.5 ton Trane AHU-16 serving the elevator machine room, a 5.6 ton Data-Aire, and a six ton Carrier unit.

There is a Honeywell EMS system using the Symetre program which has twenty-two zone manager control modules, nine control modules, and thirty-eight VAV/FPB controllers. There are seven-hundred and eighty-three control points: thermostats, transmitters, pneumatic valves, electric pressure switches, and timers. There is also a central refrigeration control panel.

In the building is a heat recovery unit system tagged as HRU-1 and manufactured by American Air Exchanger with a 20hp supply and 10hp exhaust fan.

C. ELECTRICAL SYSTEMS:

1. A single utility service meter for the Burlington Building is located in the switch room B007. There is also a customer owned meter device installed at the 208 Volt secondary of the main switchboard transformer in this same room. Overall the building electrical distribution and lighting systems are in good condition. Routine preventative maintenance and testing of switchboards and panels was completed in the 2nd quarter of 2009. Most local utilization panels contain at least 20% space capacity. The HVAC equipment and fan motors are typically equipped with variable speed drives when used in variable air volume systems.

The building exterior walk areas are well illuminated. The rear parking area is illuminated with minimal security lighting. Exterior lighting consists of non cutoff type High Intensity Discharge (HID) wall packs, under canopy, and area floods. The exterior lights are controlled by photo sensors. A project has been implemented with an outstanding request for pricing to replace the exterior lighting with energy efficient LED technology. This is expected to reduce the consumption by greater than 60%.

The interior lighting scheme provides low glare uniform illumination of common spaces with adequate illumination provided in the general office spaces. Lighting fixtures consist of T8 fluorescent technology with magnetic ballasts throughout with primarily deep cell parabolic fixtures and few compact fluorescent wall sconces, pendants and down lights. Lamps are primarily 31Watt U-shaped T8. There are several HID type fixtures in the courtrooms and Post Office lobby area. Several private offices contain supplemental incandescent table lamps. Most office spaces feature user operated toggle controls with a few ceiling or wall type occupancy sensors. It is understood that the night guard turns off lights where an occupant may have neglected to do so. The central

corridor lighting on all floors is motion sensor controlled with wall sensor at main points of entry.

PART 2 - PROJECT PERFORMANCE CRITERIA

2.1 Project No.1 – Base Bid

A. Install EMS variable speed drive control for two heating water pumps and use the differential pressure bypass valve during heating cycle as a second stage of control.

B. Currently the two 20 hp heating hot water pumps that are equipped with variable speed drives operate in a constant speed mode with the bypass valve maintaining system pressure via the EMS. Energy savings can be realized by controlling the heating water pump speed with the variable speed drives via input from the EMS based on system pressure and using the differential pressure bypass valve control currently installed which will be opened when the VSD is at minimum and the system pressure is above set point.

C. Contractor shall provide all programming, wiring, equipment, materials and labor to enable the existing EMS to interface with the two variable speed drives on the two heating hot water pumps. One pump shall be a standby pump and shall be enabled upon failure of the lead pump.

D. Sequence of operations:

1. The EMS shall continue to enable the heating system as currently configured.

2. The differential bypass valve shall be driven closed upon enabling of the heating system.

3. The EMS shall provide lead-lag control of the heating system circulation pumps P-1 and P-2. The lead pump shall be user selectable through the EMS and will be automatically alternated after every 100 hours (adjustable) of operation. If the EMS senses that the lead pump has failed, the lead pump will drop out, the lag pump will operate and the appropriate alarm message shall be printed and displayed. Flow is proven across each pump by a current sensing switch.

4. P-1 and P-2 pump speed shall be varied to maintain a constant differential pressure set-point between the dual temperature system mains. Existing differential pressure sensor shall be utilized.

5. The bypass valve shall modulate open to maintain system pressure when differential pressure rises above set-point and pump speed is at minimum speed set-point (18 HZ) (adjustable).
