Q&A April 15, 2010

Solicitation No. GS-01P-10-BW-C-0054

1. Do the historic sales data shown in the RFP include both cafeteria and caterings sales, and if so what percentage of the yearly total is catering sales?

See Last Page of this Q&A.

2. Is it possible to get a 5 year breakdown of sales in terms of cafeteria sales, catering sales and evening/weekend catering sales?

See Last Page of this Q&A.

3. Is the sales data for 2009 available?

See Last Page of this Q&A.

4. The historical sales data shows a decrease from 2006 to 2008. What is this decline attributed to?

GSA can only provide the facts, not analysis.

5. Is there a current Pro Forma with customer participation that is available for review by potential bidders?

No, there is not.

6. How many permanent employees work in the building on a daily basis? How many visitors does the building get on a daily basis?

Page 10 of the RFP provides the following information:

The John J. Moakley Federal Courthouse cafeteria is to be operated for the benefit of an average of approximately 1,000 building occupants and visitors to the building.

7. What time does the building open in the morning? How early can the cafeteria staff access the building?

Page 10 of the RFP provides building operating hours.

8. Is clearance available so that the cafe/catering manager is able to access the kitchen during off hours?

The access we provide to our stakeholder contractors is not limited to the building operating hours. All our buildings are open 6a to 6p but we allow access outside of those hours for the cafe management.

9. Are all of the catered evening/weekend events that are held at the courthouse government events, or are people able to hold private functions (e.g. wedding receptions) there as well?

Not all events are governmental.

10. If the building is available for non-government functions, is there a fee associated with using the space?

Space usage requirements and associated fees are not the catering contractor’s responsibility.

11. For any catering that requires a security detail, is there a minimum number of hours that the security must be hired/paid for, and what is the cost associated with doing so?

Security personnel requirements are not the catering contractor’s responsibility.

12. In light of the fact that the deadline for submission of questions is not until April 21st and many of the answers to the questions may affect how bidders respond to this solicitation, is there a possibility that the deadline for submission of proposals could be pushed back?

The RFP due date is not extended.

13. Line 17 - Code and Facility Code - Are these codes specified anywhere in the contract as I do not see it clearly or do we leave this blank and only fill out our name, address, etc.

You may leave the codes blank; this is GSA internal information.

14. Lines 19-24 - Is this where we would itemize in detail of what food items we would offer at a unit price. I am a bit confused because of page 2 where it has the various 5 yr contract options and the unit price/amounts are blank.

This is a GSA contract mechanism; the contract is being awarded for a 5-year contract base, with 2 five-year options. This is not where you would itemize your food items and prices. See Tabs E and J.

15. In order to get a better idea of the type of catering that is required for the courthouse, would it be possible to view sample menus for both daytime and evening events that have been held within the last year? If not, could a basic description of these events be provided (i.e. whether they are sit-down dinners, cocktail receptions, deli sandwiches, etc.)?

They are separate documents posted in FedBizOps.
