The GSA has received $5.5B of taxpayers' money and the responsibility to make sure these funds are spent wisely, effectively, judiciously. GSA takes this responsibility seriously, and feels the contracting community does as well – collectively we must protect this investment in the future and do the very best we can. All of America's eyes are on us – It is a time to sharpen our pencils and make a great project.
Procurement Process – Kathy Thomas The solicitation was issued Jan 26, 2010 and has two amendments.
Amendment 0003 will be issued by the end of the week and will contain lined out Division 1, demolition, asbestos/lead, elevator and controls. A security scope of work with a bidding allowance will be given.
This solicitation requires the submission of both technical and price proposals. Technical and Price Proposals are due by 2:00 p.m.on Thursday, February 25, 2010.
Award is anticipated by end of March 2010. The GSA anticipates awarding both the Design Phase Services and the Construction Phase Services at the end of March. Design Phase services will start immediately. Construction is expected to start in June 2010.
Any questions desiring an explanation or interpretation of the solicitation must be requested in writing, oral explanations or instructions made at this conference will not be binding.
Because this construction project is funded by the American Recovery and Reinvestment Act (ARRA), we have some very specific timelines to meet. Therefore, we do not anticipate extending the proposal due date. The deadline for submitting questions to be answered is Monday, Feb 15th. Questions to be e-mailed to Kathryn Thomas (kathryn.thomas@gsa.gov).
A copy of the minutes of this meeting will be issued on the FedBizzOps (www.fbo.gov) website. Please note that anything said by any government employee is not considered official. Any changes to the solicitation will be done via formal, written amendment to the solicitation.
This Contract will be a Construction Manager as Constructor (CMc) with a Guaranteed Maximum Price. This will be a “negotiated” procurement and is open to any interested offeror. Award will be made based upon the “best value” concept to the firm providing the best value to the Government in terms of technical merit and price. Technical merit is more important than price. The Evaluation Factors for Award are outlined in the solicitation.
The NAICS Code is 236220. Size standard is $33.5 Mil.
The magnitude of construction is between $30,000,000 and $40,000,000.
This project is subject to the requirements of HSPD-12, which requires security clearances for federal contractors in order to have access to federally-controlled facilities.
In addition to HSPD-12, some agencies, such as the FBI, require their own security clearance process, which may take as long as 45 days. This additional requirement applies to the individual agency’s internal spaces only.
All large businesses are reminded they must submit a subcontracting plan with their proposal. An approved plan will be incorporated into the contract of the successful offeror and will be enforced throughout the construction project.
A list of today’s attendees will be provided with the minutes of this meeting which will be covered to the best of our ability. ALL questions must be submitted to GSA in writing to the Contracting Officer to receive an official reply.
