Frequently Asked Questions02 Operations and Maintenance Services

John W. McCormack Federal Building, Boston, MA

GS-01P-09-BW-D-0010

1. Based upon amendment 002 to McCormack we need clarification on the Start-up and Phase In.

Amendment 002 removed the 240 days of start up. The amendment now states that the START UP phase covers the period of time beginning with the notice to proceed and ending upon occupancy of the first tenant (projected to be between 1 July, 2009 and 31 August, 2009). The notice to proceed will be issued after contract award; which is anticipated to be on or after 1 May 2009. The bid schedule (base year) shows a start date of 1 June 2009.

With all these dates, we need clarification as to when the contract will start and how many days of phase-in / start-up are required (60 days? 90 Days?). It is hard to develop a phase in schedule when it is unclear when the contract will actually start? Is it 1 May or 1 June. Does phase in conclude on 31 August with the occupancy of the first tenant?

A – See Amendment 0003 to clarify start up phase to align with period of performance start date of June 1, 2009. Projected range of July 1, 2009 to August 31, 2009 was stated since the exact date has not been scheduled.

2. Reference: Exhibit 4 Unit Price Agreement, #1. – Please provide the Estimated Quantity that the government will use in the evaluation process. Quantity is missing.

A – See Amendment 0003 to add estimated quantity of 1000

3. We would like clarification on the pricing, Line Item 0003. An Administrative Fee is normally expressed as a percentage. We are unsure how to price this as an hourly fee (based on 700 hours?) and would appreciate any clarification you could offer so that we may submit our best offer to you.

A – The Administrative Fee should be expressed as a per hour amount based on the estimate hours provided as stated in the solicitation.

4. There appears to be a conflict between the pricing and evaluation schedules.

Shown below are two excerpts from both schedules numbered as A and B:

Item no. 1 is from the pricing schedule and represents price evaluation no. 0005 for the first year, Please note it describes Minor Alterations Rate …using Davis- Bacon wages.

A. 0005 Minor Alterations Rate -Provide services described herein using Davis-Bacon wages

Item no. 2 below is substantially different as it relates to the cost above as an overtime (underlined) rate.

B. Item 0005 - Minor Alteration (Provide overtime services described herein using Davis-Bacon wages) - Per Hour multiplied by 4000 hours

We are not sure if you intended this, but it can be deceiving as offerers may post straight time rates on the schedule because it does not refer to overtime requirement unless overtime is not what the GSA intends.

A – Amendment 0002 deleted the incorrect reference to overtime in the line item description to align with the correct line item description in the pricing schedule. It was not intended to be associated with overtime.

2. In regards to minor alteration, will GSA consider a four (4) price tier?

"EXAMPLE"

A) Minor Alteration - D.O.L. Service Rate Straight Time

B) Minor Alteration - D.O.L. Service Rate O.T. Rate

C) Minor Alteration - Davis Bacon Straight Time

D) Minor Alteration - Davis Bacon O.T. Rate

A – No, the line items remain the same.

5. Bid Schedule, Item No(s). 0009 and 0010.

Please clarify if we are to enter the unit price percentage as a percentage of 100% (example 101%) or is the percentage to be bid as the percentage of mark-up only (example 1%)?

Example:

Item # Supplies/Services Unit Unit Unit

Price Price 0009 Percent (%) based upon the line item with in the Unit P1 101% or 1.00%

Price Agreement- Normal Rate

0010 Percent (%) based upon the line items with in the Unit P1 101% or 1.00%

Price Agreement- After Hours Rate A – This item should be entered as a percentage (in your example 101%).
