Questions and Responses

RELOCATION OF PRIMARY CARGO RPM

U.S. BORDER STATION

DERBY LINE, VERMONT

Questions during Pre-bid Conference:

1. Q: When trenching is completed at concrete roadway, can asphalt be installed in its place?

A: When trenching is completed in any type of surface, i.e., concrete or asphalt, the same type of material must be used to replace what was removed and to the original thickness of the material removed.

2. Q: In lieu of trenching along the existing cargo RPM, is it feasible to run the group B conduit runs, four 1" conduits, above the existing RPM and to the new cargo RPM that is being installed? This would reduce the down time of the existing primary cargo RPM. There are two conduit runs that already run above it and there is uni-strut above the RPM that would be sufficient to install the four conduit runs.

A: Running the conduit above ground would be acceptable.

3. Q: In lieu of trenching is boring under the roadway acceptable? This would also minimize down time of the RPM.

A: This would be acceptable.

4. Q: Is a new power feed required for the new RPM or can it be run off the power from the existing RPM?

A: Refer to Page 6 of 23 in the Radiation Portal Monitor Project Statement of Work as prepared by PNNL. Item C-3 Electrical Power for RPMs. Provisions shall be made such that the RPM power supplies are connected to site backup power at a nominal 110/120 VAC. For long runs, the contractor may use higher voltages between the source panel and RPM power panel. Item C-3-1 indicates that the power circuit for the new RPM in cargo lane 2 shall run from a new 20A breaker in the RPM panel to the control box on that RPM. The contractor shall ensure that wires are sized to meet code. A separate circuit is needed for each RPM; the new RPM will require a new circuit with its own breaker.

5. Q: Is doweling required at the expansion joint between the existing and new concrete roadway?

A: Yes. Refer to Sheet 3 of 3 as prepared by GSA. Note on the drawings between the existing and new roadway indicates to provide an expansion joint to match detail 3 on the drawings. Approximately 100 lf. It is required at connection of new to existing concrete roadways as well as at any expansion joint that is required between concrete pours based on the distances allowed to be carried for concrete pours.

6. Q: What is the contract duration?

A: The contract duration is 60 days after Notice to Proceed.

7. Q: When does the project have to be completed?

A: The project shall be completed within 60 days after receipt of Notice to Proceed.

8. Q: When do you anticipate contract award?

A: Contract award is anticipated on or about 18 March 08. We anticipated the Notice to Proceed will be issued in mid-April.

9. Q: Will VAOT be conducting any testing on this project?

A: VAOT will not be conducting any testing on this project.

10. Q: What testing is required for materials being installed?

A: Refer to respective material specification sections for testing that is required as part of this contract.

11. Q: Is IBC approval required on this contract?

A: IBC approval is not required since all work that is being accomplished is on U.S. Government property.

12. Q: Where will stockpiled materials be stored?

A: The contractor will be allowed to store materials at the northwest corner of the property. This area is located directly west of the new roadway work that will be conducted for the new Cargo RPM.

13. Q: What is the required bid bond amount for this project?

A: A Bid Guarantee in the amount of 20% of the bid price or $3,000,000, whichever is less, is required. See solicitation, Volume 1 of 3, Supplementary Conditions, Clause 52.228-1, Bid Guarantee (Sep 1996)
