Request for Quote – For Backbone URL Monitoring This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is XXXXXX and is issued as a request for proposal. The associated North American Industrial Classification System (NAICS) code for this procurement is 518111. This requirement is open to all socio-economic businesses. All interested business offerors may submit a quote.
The selected Offeror must comply with the following commercial item terms and conditions. FAR 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. Commercial Items, 52.212-3, Offeror Representations and Certifications - Commercial Items. FAR 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. The following FAR clauses in paragraph (b) of FAR clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, will apply: 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-13, 52.232-34. The full text of a FAR clause may be access electronically at http://www.acqnet.gov/far. Company must be registered on Central Contractor Registration (CCR) before an award can be made. If a company is not registered in CCR, they may do so by accessing the following web site at http://www.ccr.gov/.
The General Services Administration (GSA), Office of Citizen Services and Communications (OCSC), USA.gov Technologies Division (XCE) has a new requirement and is issuing this Request for Quote (RFQ) for the purpose of obtaining URL monitoring software.
Proposal Submission:
The due date for electronic submittal of the Technical and Price Proposals will be August 8, 2008, 2 pm EST to Emil Loczko, Jr., Contract Specialist via email at emil.loczko@gsa.gov using Microsoft Word or PDF attachments.
Questions must be submitted no later than July 21, 2008, 2:00 pm EST. The Government will respond to all questions received and will post the questions and the government responses to FedBizOps. Questions submitted after this date will not be addressed. All pre-award communications and questions will be submitted to the Contract Specialist, Emil Loczko via email at emil.loczko@gsa.gov The government anticipates award on or about the end of August 2008..
FORMAT FOR TECHNICAL PROPOSAL
Technical Proposals shall not exceed 10 pages. It shall contain a general description of your company and describe how your product meets the requirements (Technical Requirements as listed above). It shall also provide information for any optional products or services you offer that relate to the requirement and might enhance or expand the basic service. In addition, describe the customers to whom your services currently are provided and any information or customer recommendations or testimonials that would provide a degree of assurance about the company and the product’s ability to deliver the services required (Reliability).
As Technical Proposals are reviewed, all technical information shall be in the Technical Proposal to be considered. Do not include any cost data in the technical proposal
FORMAT FOR PRICE PROPOSAL
The price proposal shall be in Microsoft Word, Excel or a PDF attachment. There is a no page limit on the price proposal. Price proposals should include and identify any discounts. All tasks, both mandatory and optional, shall be priced separately.
Please submit the cost proposal to the below e-mail. All items should be priced for the Base Year and for each of the 4 Option Years. Request a separate price for any or all options offered. Options that you propose should be related to the requirement and include features that might improve or enhance the mandatory service. Pricing is being requested for all items to include the total cost for the Base Year and the total value of the base year and each of the 4 Option years GSA reserves the right to include or not include awarding an option depending on availability of funds.
