JA1 Joint Base Langley-Eustis Electric Distribution System
JA1.1 Joint Base Langley-Eustis Overview
Joint Base Langley-Eustis (JBLE) was created in 2010 when Fort Eustis (JBLE-E) and Langley Air Force Base (JBLE-L) were merged administratively. The two major components of JBLE are geographically separated by 17 miles. For purposes of defining the electric system offered under this solicitation the remainder of this Section JA1 only addresses JBLE-L because the JBLE-E electric distribution system is privatized to Dominion Virginia Power
(DVP) and is not included in this solicitation.
JBLE-L is located adjacent to the city of Hampton Virginia on the southern end of the Lower Peninsula of the Chesapeake Bay near the terminus of southeastern Virginia. Hampton and several other significant communities in this region are collectively referred to as “Hampton Roads.” JBLE-L consists of 3,644 acres (Main Base, 2,883 acres), the Back River and its northwest and southwest branches bound the installation on three sides while Hampton forms the fourth side.
In 1916, JBLE-L, then known as Langley Field, was established by the Army. In 1918 a balloon detachment was assigned to Langley Field leading to the facility becoming the center for Lighter-Than-Air (LTA) blimp experimentation. In the 1930s, the General Headquarters Air Force was headquartered at Langley Field and the installation became the U.S. Army’s center for combat aviation. In 1947, with the creation of the U. S. Air Force, Langley Field became Langley Air Force Base (AFB) and the home of the Tactical Air Command. In the 1950s, the National Aeronautics and Space Administration (NASA) was located on Langley AFB. The NASA Langley Research Center was responsible for much of the research and training associated with the early U.S space program and remains an active tenet unit. In 1975, Langley AFB became the home of the 1st Fighter Wing (1 FW). In 2010 and in support of the joint-basing initiative with Fort Eustis, the 633d Air Base Wing (ABW) was reactivated to become the host unit at JBLE. The 1 FW continues to maintain and operate aircraft on JBLE-L as a tenant unit.
There are approximately 23,870 people attached to JBLE-L. These consist of: military, 9,437;
military dependents, 10,542; appropriated fund civilians, 3,250; as well as, non-appropriated fund civilians, contractors, and private business, 651. In addition, many of the JBLE-L facilities and services are available to the 56,000 retired military personnel living in the
Hampton Roads area.
In the future, JBLE-L expects that new or remodeled facilities will be required to support basing of new aircraft or command, control, and intelligence systems. As JBLE-L expands and remodels JBLE-L’s heritage will continue to be a strong force through careful preservation and stewardship of JBLE-L’s historic properties.

JA1.2 Electric Distribution System Description
JA1.2.1 Electric Distribution System Fixed Equipment Inventory
The JBLE electric system consists of separate electric systems at JBLE-E and JBLE-L. The electric system at JBLE-E has been privatized to DVP and is not included in this solicitation.
The JBLE-L electric distribution system consists of all appurtenances physically connected to the distribution system from the point of demarcation defined by the Right of Access. The distribution system consists of the items listed in Table 1 “Fixed Inventory Electric
Distribution System” in Section JA1.2.1.2 Inventory. The actual inventory of items sold will be in the bill of sale at the time the system is transferred. The following description and inventory is included to provide the Offeror with a general understanding of the size and configuration of the distribution system. The Government makes no representation that the inventory is accurate. The Offeror shall base its Schedule B and Price Schedule Data Sheets on the Table 1 inventory below. However, the Offeror should use the following sources of information for developing other aspects of its proposal: site inspections, information in the technical library, and other pertinent information.
Specifically excluded from the electric distribution system privatization are:
All meters
Airfield lighting
Parking lot lights serviced by secondary feed from a building
Emergency generators that exist for the purpose of emergency back-up for AF facilities
Geographically Separated Units (GSU)
JBLE-E
Landings at Langley (Bethel Manor Family Housing)
DVP owned 35 kV primary loop and laterals directly servicing facilities located on JBLE-L behind DVP’s JBLE-L master metering
Facilities fed directly from DVP off-Base grid:
Armistead Gate
Large Vehicle Inspection Station
NASA electric distribution facilities located on JBLE-L
Barksdale Langley Bolling Family Housing (BLBFH) areas:
Lighter-Than-Air (LTA) and
Heavier-Than-Air (HTA)
Electric distribution system delivering power to camp sites, lighting and bathrooms at FamCamp and MWR Recreational Area (known as Bethel Recreation District).
JA1.2.1.1 Description
The JBLE-L electric system consists of three primary circuit feeders: a 34.5 kilovolt (kV) loop feeder owned by DVP, a 22 kV loop owned by the government (fed from the 34.5 kV loop) and 12 radial 5 MVA substations (fed from the DVP owned 34.5 loop) owned by DVP. The electric system in the housing areas are owned and operated by BLBFH.
JA1-4
Construction of the government owned portion of the JBLE-L electric system began in the early 1950s. There are four main substations, (Main, E-12, LTA, and Shellbank). From these main substations, ten small unit substations distribute power throughout JBLE-L. There are also multiple facilities supplied directly from the 22 kV loop system.
DVP supplies power to JBLE-L from the DVP Peninsula Substation. Two 34.5 kV feeders (one underground, one overhead) feed a loop of 12 substations (each 5 MVA) around the base. DVP owns and maintains the 34.5 kV lines, switchgear, and the line side (34.5 kV side) of the transformers (owned by DVP). DVP also directly serves many JBLE-L facilities and owns the 34.5kV/480V facility transformers. Facilities directly served by DVP include: Bldg.
10 (Ryan Center); Bldg. 25 (ACC Communication Facility); Bldg. 82 (VOQ); Bldg. 255/257 (Hospital & Administration Facility); and, Bldg. 1302/1308 (DGS-1 & Storage Facility). From this DVP owned loop, JBLE-L steps down to 22 kV and 5 kV to supply the portion of the electric system not owned by DVP or BLBFH.
In 2011, the government owned portion of the electric system was evaluated using the Command Electric Distribution System Evaluation Criteria and received a condition assessment of “degraded.” To rectify this problem would require eliminating old, fenced in, live-front transformer and switchgear locations. In addition, future plans would include separation of the feeds for BLBFH areas and replacement of the old 5 kV distribution systems with 22 kV systems.
JBLE has a program for ongoing improvements to the government owned portion of the JBLE-L electric system to correct its “degraded” condition. These projects replace transformers and switchgear at numerous points around JBLE-L. These projects also seek to (eventually) replace 5 kV the systems with 22 kV systems. These projects are not reflected in Table 1 Inventory. Due to current funding constraints, these projects are not included as Initial System Deficiency Correction (ISDC) projects.
JA1.2.1.2 Inventory
Table 1 provides a general list of the major electric distribution system fixed assets for the JBLE-L electric distribution system included in the sale. The design life column indicated in Table 1 is used by the Government in the development of the Government Should Cost Estimate. The design life is not mandated in the Offeror’s proposal. However, the proposal must clearly explain the use of any system component design life that significantly differs from the published Government design life.

JA1.3 Specific Service Requirements
Service requirements for this electric distribution system are as defined in the RFP Section C, Description/Specifications/Work Statement. The following requirements are specific to the base electric distribution system and are in addition to those found in Section C.
1. The Government will provide the electricity, natural gas, and water commodities and the wastewater collection required to operate and maintain the systems being privatized at no cost to the System Owner (SO). The Government will also provide any infrastructure necessary to connect the facilities required to operate and maintain the systems being privatized to electricity, natural gas, water, and wastewater collection services at no cost to the SO. If fuel oil or propane is required to operate emergency generators, purchase and supply of that fuel oil or propane will be the responsibility of the SO.
2. The SO shall provide the Contracting Officer's Representative with a copy of all permits obtained by the SO to enable performance of this contract.
3. The SO shall comply with the Installation Asbestos Management Plan and the Installation Asbestos Operating Plan.
4. The SO shall use due care executing on-site work activities that may uncover utility lines encased in asbestos-containing material (ACM) or other buried ACM. The SO shall train or cause to be trained its employees and agents involved in any soil disturbing activities on-site to visually identify ACM in soil or on buried utility lines.
If ACM unrelated to buried utility lines is encountered in soil during development activities, the SO shall immediately cease work activities in the affected on-site area, implement controls for the exposed ACM to minimize the potential airborne release of asbestos fibers, and promptly notify the Government. The Government shall immediately inspect the discovered ACM and determine if a Government response or other mitigation is warranted under environmental laws or the Government’s obligations under this clause. The SO shall not resume on-site work activities until it receives further written notice that it may do so from the Government.
5. The SO shall provide the Government with a copy of all correspondence with environmental regulatory authorities related to enforcement actions or notices of violations promptly after its receipt thereof.
6. There are areas with unexploded ordnance (UXO) on this installation, the locations of which are identified in the Technical Library. The Technical Library also includes the installation's procedures, specifications, and/or requirements for work accomplished relating to UXO. The SO shall follow these procedures, specifications, and/or requirements. If work must be accomplished in an area that has been identified as containing UXO, the SO will abide by the installation’s procedures and, upon encountering anything suspected of being UXO, will immediately stop work and notify the appointed Government contract representative. After being notified by the SO, the Government will be responsible for sweeping the area for unexploded ordnance at its own expense and will notify the SO when the ordnance has been removed in order that halted work can resume.
JA1-15
7. There are areas with environmental contamination on this installation. The Technical Library describes those areas that have been identified by the Government at this time. The Technical Library also includes the installation's procedures, specifications, and/or requirements for work accomplished relating to environmental contamination. The SO shall follow these procedures, specifications, and/or requirements. If work must be accomplished in an area that has been identified as a site of environmental contamination, the SO shall follow all installation procedures relating to authority notification and work limitations (if any) within these areas. JBLE-L (as Langley AFB) is listed on the Environmental
Protection Agency’s National Priorities List."
8. The Government reserves the right to underground some or all of the existing overhead lines at a future time. For price proposal purposes, the Offeror shall assume that when existing overhead lines require replacement, they will be replaced with overhead lines. If the Government exercises its right to underground these overhead lines that require replacement, an equitable adjustment will be accomplished to cover the difference in installation and maintenance costs between overhead and underground lines. To ensure the Government is afforded the opportunity to exercise this right, the SO shall consult and coordinate with the Government prior to replacement of any overhead electrical lines.
9. New and renewal distribution infrastructure shall normally be installed using the most economical trenching method unless otherwise prohibited by the Contracting Officer. Excavation of paved surfaces is prohibited without consultation and approval from the Base Civil Engineer. The standard is to use trenchless technology under roads versus cutting the pavement.
10. In order to allow access to utility infrastructure near the JBLE-L flight line, the SO will be required to complete (and maintain throughout the contract period) flight line training, certification, and licensing as prescribed by JBLE-L.
11. SO will comply with the JBLE-L Digging Permit process and procedures and the Virginia Underground Utility Damage Prevention Act.
12. SO shall comply with any and all instructions and directives from the JBLE-L Security Force, including, but not limited to, current security measures which may change from time to time during the term of the Contract.
13. SO will follow, as appropriate, the JBLE-L Construction/Airfield/Crane waiver and the JBLE-L Airfield Escort procedures. Details of these requirements are included in the Technical Library.
14. JBLE-L operates under various natural, cultural, and historical constraints. The SO will comply with all associated constraints and requirements. SO will coordinate with the Base Cultural Resources Manager prior to any activity that could be impacted by these requirements.
JA1-16
