NOO – GSA/PBS Nationwide Deep Energy Retrofit Project Questions and Answers April 18, 2012
Question #1 - Would GSA please amend the Notice of Opportunity to incorporate the evaluation of experience and past performance on projects similar to ESPCs, so as not to exclude projects completed outside of the ESPC contract vehicle that meet the objectives of GSA (measured and verified energy reductions, net zero, innovative technologies, etc.)?
Answer – Yes, please reference Notice of Opportunity Revision 3 Project responses will be evaluated for relevancy and recent performance. Relevancy is based on similarity to criteria identified above as related to this project. The more similar the project, a more favorable rating will be assessed. Projects completed more recently within the past five years will receive more favorable rating.
Question #2 - Consistent with the stated objectives of GSA’s October 2011 Net Zero Charette to find and encourage innovative means for achieving Net Zero, does GSA intend to evaluate approaches to driving ESPCs toward Net Zero and associated qualifications? If so, please confirm that ESCOs should address this requirement in the “Additional Information” section where it is requested that ESCOs provide an explanation for stated preferences with respect to specific buildings.
Answer - Charette was a method to start process. A number of issues have been identified as a result of the Charette which have not been incorporated; therefore, interested parties should follow instructions identified and direction provided in NOO.
Question #3 - For performance issues, Section NOO Sec 2.d, the ESCO shall provide information regarding the steps taken by the ESCO to correct the problem(s). This information should be listed as an attachment to the contract information sheet." Is the 'contract information sheet' the same as Attachment B, Past Performance Questionnaire? If not, the 'contract information sheet’ was not provided. Please clarify and/or provide the missing form.
Answer – Information pertinent to problem resolution related to performance issues will be conducted upon receipt of any such information.
Question #4 - NOO paragraph 2a and b states:
a) The ESCOs past performance will be evaluated for similar projects provided above as defined in the ESCO Experience criteria at a minimum.
b) The ESCO shall have the reference for each similar project provide a completed Attachment B, Past Performance Questionnaire for each reference. The Past Performance Questionnaire shall include the projects referenced in the ESCO Experience submission.
Please clarify that we must have the reference fill out an Attachment B, Past Performance Questionnaire for each project described in Section 1 ESCO Experience.
Answer – Yes, questionnaires should be sent by ESCO to references for Past Experience projects. ESCO should complete Section 1 of the questionnaire and then forward to the reference to complete.
