The body of each wage determination lists the classification and wage rates that have been found to be prevailing for the cited type(s) of construction in the area covered by the wage determination. The classifications are listed in alphabetical order of "identifiers" that indicate whether the particular rate is a union rate (current union negotiated rate for local), a survey rate (weighted average rate) or a union average rate (weighted union average rate).
Union Rate Identifiers
A four letter classification abbreviation identifier enclosed in dotted lines beginning with characters other than "SU" or "UAVG" denotes that the union classification and rate were prevailing for that classification in the survey. Example:
PLUM0198-005 07/01/2014. PLUM is an abbreviation identifier of the union which prevailed in the survey for this classification, which in this example would be Plumbers. 0198 indicates the local union number or district council number where applicable, i.e., Plumbers Local 0198. The next number, 005 in the example, is an internal number used in processing the wage determination. 07/01/2014 is the effective date of the most current negotiated rate, which in this example is July 1, 2014.
Union prevailing wage rates are updated to reflect all rate changes in the collective bargaining agreement (CBA) governing this classification and rate.
Survey Rate Identifiers
Classifications listed under the "SU" identifier indicate that no one rate prevailed for this classification in the survey and the published rate is derived by computing a weighted average rate based on all the rates reported in the survey for that classification. As this weighted average rate includes all rates reported in the survey, it may include both union and non-union rates. Example: SULA2012-007 5/13/2014. SU indicates the rates are survey rates based on a weighted average calculation of rates and are not majority rates. LA indicates the State of Louisiana. 2012 is the year of survey on which these classifications and rates are based. The next number, 007 in the example, is an internal number used in producing the wage determination. 5/13/2014 indicates the survey completion date for the classifications and rates under that identifier.
Survey wage rates are not updated and remain in effect until a new survey is conducted.
Union Average Rate Identifiers
Classification(s) listed under the UAVG identifier indicate that no single majority rate prevailed for those classifications; however, 100% of the data reported for the classifications was union data. EXAMPLE: UAVG-OH-0010 08/29/2014. UAVG indicates that the rate is a weighted union average rate. OH indicates the state. The next number, 0010 in the example, is an internal number used in producing the wage determination. 08/29/2014 indicates the survey completion date for the classifications and rates under that identifier.
A UAVG rate will be updated once a year, usually in January of each year, to reflect a weighted average of the current negotiated/CBA rate of the union locals from which the rate is based.
WAGE DETERMINATION APPEALS PROCESS
1.) Has there been an initial decision in the matter? This can be:
* an existing published wage determination
* a survey underlying a wage determination
* a Wage and Hour Division letter setting forth a position on a wage determination matter
* a conformance (additional classification and rate) ruling
On survey related matters, initial contact, including requests for summaries of surveys, should be with the Wage and Hour Regional Office for the area in which the survey was conducted because those Regional Offices have responsibility for the Davis-Bacon survey program. If the response from this initial contact is not satisfactory, then the process described in 2.)
and 3.) should be followed.
With regard to any other matter not yet ripe for the formal process described here, initial contact should be with the Branch of Construction Wage Determinations. Write to:
Branch of Construction Wage Determinations Wage and Hour Division U.S. Department of Labor 200 Constitution Avenue, N.W.
Washington, DC 20210
2.) If the answer to the question in 1.) is yes, then an interested party (those affected by the action) can request review and reconsideration from the Wage and Hour Administrator (See 29 CFR Part 1.8 and 29 CFR Part 7). Write to:
Wage and Hour Administrator U.S. Department of Labor
The request should be accompanied by a full statement of the interested party's position and by any information (wage payment data, project description, area practice material, etc.) that the requestor considers relevant to the issue.
3.) If the decision of the Administrator is not favorable, an interested party may appeal directly to the Administrative Review Board (formerly the Wage Appeals Board). Write to:
Administrative Review Board
4.) All decisions by the Administrative Review Board are final.

Unlisted classifications needed for work not included within the scope of the classifications listed may be added after award only as provided in the labor standards contract clauses (29CFR 5.5 (a) (1) (ii)).

SECTION 00 33 50 WEATHER, WATER STAGE AND TIDE DATA
SECTION 00 33 50 Page 1
1. The following water stage, wave, wind, and weather data are provided for inclusion into the subject Plans and Specifications. The following water level datums are provided for information only and are not to be utilized in conjunction with any contract related hydrographic surveying.
a) Water Stages. Water levels in the project area are mainly affected by semi-diurnal tidal fluctuations in the Atlantic Ocean. The project area is also subject to storm surges from hurricanes and tropical storms from June through November. Surges from extratropical storms may affect the area during any time of the year.
Elevations of tidal datums in the vicinity of the project area are provided in the following tables (next page). All datum elevations in these tables are referred to mean lower low water (MLLW) and are based on a control tide station located in Mayport, Florida.
The datums in Table 1 are taken from tide station 8720576 (ST. AUGUSTINE, FL). These datums are based on values from the tide station located at St. Augustine which is approximately
2.5 to 0.5 miles south of cuts SJ-28, SJ-28A, SJ-29, SJ-29A, SJ-30, and SJ-30A. These values are applicable to dredging taking place in the vicinity of the St. Augustine Inlet.
The datums in Table 2 are taken from tide station 8720686 (FORT MATANZAS, FL). These datums are based on values from the tide station located at Fort Matanzas which is approximately 0.5 miles east of cuts SJ-60 and SJ-61. These values are applicable to dredging taking place landward of the Matanzas Inlet throat.
Table 3 provides datums taken from tide station 8720587 (St. Augustine Beach, FL). These datums are based on values from the tide station located at St. Augustine Beach which is approximately 1 mile south of the proposed beach placement area for the material dredged from cuts SJ-28, SJ-28A, SJ-29, SJ-29A, SJ-30, and SJ-30A (FDEP monuments R-134 to R-139), and approximately 12.5 mile north of the proposed beach placement area for the material dredged from cuts SJ-60 and SJ-61 (FDEP monuments R-205 to R-208). These values are applicable to material placement taking place seaward of the St. Augustine Inlet jetties and the Matanzas Inlet throat.
All of these tide stations were established by the National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS) and are applicable within the project vicinity. Additional information on these and other nearby tide stations is available at this NOAA website: http://tidesandcurrents.noaa.gov/stations.html?type=Bench+Mark+Data+Sheets http://tidesandcurrents.noaa.gov/stations.html?type=Bench+Mark+Data+Sheets

b) Wind and Wave Data. The following publications include wind and wave information in the vicinity of the project area, and are available for review in the Jacksonville District Office or may be ordered directly from the agencies indicated.
1. U.S. Coast Pilot Volume 4, Atlantic Coast: Cape Henry to Key West, U.S.
Department of Commerce, National Oceanic and Atmospheric Administration, National Ocean Service. This publication supplements the navigational information shown on the NOAA/NOS nautical charts. It also provides miscellaneous meteorological data. This publication is available through NOAA. This publication is available at the following website:
http://nauticalcharts.noaa.gov/nsd/cpdownload.htm.
2. U. S. Army Corps of Engineers’ Coastal & Hydraulics Laboratory, Wave Information Study (WIS) Database. This Internet webpage presents wave hindcast data for various stations located along the Atlantic and Gulf of Mexico coastlines within the United States. The closest of these stations (#63418) lies approximately 12 miles east of the project vicinity. Available data includes a hindcast time series of wave heights, periods, and directions taken at 1-hour intervals for the 20-year period extending from 1980-1999, at a station located in 20 meters (66 feet) of water. This webpage also provides links to WIS summary tables and plots, as well as other sources of wave data. These data products are available at the following website: http://wis.usace.army.mil/wis.shtml.
3. National Data Buoy Center (NDBC) Website. This Internet website provides a wide range of real-time and archived meteorological and oceanographic data collected at offshore and nearshore stations worldwide. Data provided on this website includes wind speed, wind gusts, atmospheric pressure, air temperature, sea temperature, wave height, and wave period. Gage readings are updated hourly, and archived data is available for most stations. The website address for data relevant to this project site is:
http://www.ndbc.noaa.gov/maps/Florida.shtml.
c) Weather Conditions. The project area is subject to tropical storms and hurricanes from June through November, and to windy and/or rainy weather during any time of the year.
The climate of the area is essentially subtropical, with temperatures below freezing occurring periodically during winter months. The wet season in the project area is from May through October. Rainfall during these months is closely associated with convective activity. These rainfall events are normally of short duration and amounts are spatially variable. In general, the winter months constitute the dry season. Rainfall during the winter months is usually associated with mid-latitude systems (fronts and low pressure systems) and is distributed in a more spatially uniform pattern. Occasionally, daily rainfall in the dry season can be quite heavy as mid-latitude systems penetrate into south Florida. Dangerous thunderstorms can occur in this area at any time of the year.
