The Contractor shall conduct his operations in such a manner that material or other debris are not pushed outside of dredging limits or otherwise deposited in existing side channels, basins, docking areas, or other areas being utilized by vessels. The Contractor will be required to change his method of operations as may be required to comply with the above requirements. Should any bottom material or other debris be pushed into areas described above, as a result of the Contractor's operations, the same must be promptly removed by and at the expense of the Contractor to the satisfaction of the Contracting Officer.

3.2.4 Adjacent Property and Structures

Material is required to be removed adjacent to berthing structures.

Dredging adjacent to any structure will not be permitted any closer than 15 feet or 25 feet of the structures as shown on the drawings. Any damage to private or public property or structures resulting from the dredging or disposal operations shall be repaired promptly by the Contractor at his expense. Any damage to private or public property or structures resulting from the Contractor's negligence will result in suspension of dredging and require prompt repair at the Contractor's expense as a prerequisite to the resumption of dredging.

3.2.5 Subaqueous Cable Crossings

The Contractor shall be responsible for verifying the locations and depths of all utility crossings and take precautions against damages which might result from his operations, especially the sinking of dredge spuds and/or anchors into the channel bottom, in the vicinity of utility crossings. If any damage occurs as a result of his operations, the Contractor will be required to suspend dredging until the damage is repaired and approved by the Contracting Officer. Costs of such repairs and downtime of the dredge and attendant plant shall be at the Contractor's expense.

3.3 CHARACTER OF MATERIALS

a. Materials to be removed under this contract are described in Section 00 31 32 GEOTECHNICAL DATA REPORT as referred to in Section

01 11 00 SUMMARY OF WORK.

b. Due to typical harbor activities, debris such as trash, rope, chain, cable, tires, miscellaneous scrap metal, woody debris, etc., may be encountered in the channel. All such materials shall be brought to the surface and disposed of in a disposal area obtained by the Contractor in a manner approved by the Contracting Officer.

c. Prior dredging contracts encountered significant amount of rocks, stones, broken concrete, concrete with attached rebar varying

SECTION 35 20 23 Page 10 in size from several inches to 12-18 inches especially in the area between stations 6+00 and 8+32.6. Therefore, the Contractor should account for the possibility of encountering some amount of stones, rocks, and debris intake in the subject sizes while dredging in the allowable overdepth especially at the limit of the allowable overdepth.

3.4 DREDGE LOCATION CONTROL

The Contractor shall have, in continuous operation on the dredge, electronic positioning equipment that will accurately and continuously compute and plot the position and the deepest penetration of the dredge.

Dredges shall meet all of the following requirements, and this information ( dredge equipment position and depth ) shall be compiled and submitted to the Contracting Officer daily:

a. The Contractor is required to have electronic positioning equipment that shall horizontally locate the dredge when operating on the project, as well as determine the depth of dredging. Continuous locations of the dredge shall be made at all times during dredging.

b. A color-coded plot, in the project reference datum of the cutterhead, or other hydraulic or mechanical dredging device shall also be recorded daily depicting the vertical and horizontal limits of the material dredged that day. Any horizontal or vertical dredge violations shall be clearly defined.

c. The Contractor is required to calibrate the equipment as required by the manufacturer or as required by the Contracting Officer. Proof of calibration, equipment and performance data , shall be submitted to the Contracting Officer.

d. For Horizontal control, the location of the dredge is to be computed by coordinates with a probable range error not to exceed +/- 3 feet. The Contractor's method of horizontal location of the dredge shall be submitted for review. LORAN-C shall not be permitted for location control.

e. The Contractor is also required to have a depth of dredging indicator accurate to within one foot. The instrument used shall indicate the depth of dredging at all times. Contractor employees accessing D/A-D must go through the same badging process as specified in Section 01 11 00 SUMMARY OF WORK and have their badges on them while at D/A-D. A storage box (for daily support items for equipment, oil, fuel, etc.) may be placed at D/A-D if needed. The exact location will be provided to the Contractor after award.

3.5.2 Location of Pipeline Discharge Area

The pipeline discharge area shall be placed at the location shown on the project drawings as agreed to by the Contracting Officer. Any deviation from the approximate pipeline discharge area shown on the drawings must be approved by the Contracting Officer prior to placement of the dredge pipe in the disposal area. The Contracting Officer may direct periodic movement of the pipeline discharge area as necessary to efficiently maintain the disposal area.

3.5.3 Upland Disposal Area Management

The dredged material shall be placed in the Dayson Island Disposal Area (D/A-D) in such a manner as to not scour out or damage the crown and side slopes of the existing dikes. Damages to dikes or scouring of the crown and side slopes shall be repaired by the Contractor to the original pre-award condition at no additional cost to the Government. Upon completion of disposal operations, the Contractor shall continue to remove the ponded water from the disposal area using weir operations or pumping methods that incorporate discharging water through the weir outflows.

Both of these methods shall be required to produce an effluent quality meeting the turbidity requirements specified in Section 01 57 25 TURBIDITY

AND DISPOSAL MONITORING.

3.5.3.1 Maximum Height of Dredged Materials at D/A-D

Dredged materials and/or water shall not be placed higher than 4 feet below the lowest point on the dike crest. The Contractor shall constantly monitor the water height while pumping to insure that this clearance is maintained. Materials deposited in the disposal area above the maximum height or outside the disposal area will result in suspension of dredging

SECTION 35 20 23 Page 12 operations and require the removal of such materials as a prerequisite to the resumption of dredging.

Drainage of areas adjacent to the diked disposal area shall not be blocked or impaired in any manner by the Contractor's operations. The Contractor shall excavate and maintain ditches necessary to prevent blocking or impairing drainage. The ditches shall be of adequate number and size to eliminate all blockage or impairment of drainage adjacent to the diked disposal area.

3.5.3.2 Control of Water Outside Containment Dike

If there is seepage around the base and outside of the existing containment dike due to the water level inside the dike, the Contracting Officer may ask the Contractor to excavate a trench outside of the dike parallel to the base to divert the seepage water into the nearby water body. The depth, width, and length of the trench may vary depending on the amount of seepage and effectiveness of the excavated trench. When/if directed by the contracting officer, the contractor shall continuously maintain the size and shape of the subject trench to ensure proper drainage. This is to ensure to minimize the impact on the adjacent private properties. During demobilization, grade to pre-construction conditions.

3.5.3.3 D/A-D Weir Operations

The Contractor shall operate and adjust the weirs in order to ensure that water discharges meeting the turbidity requirements specified in Section 01 57 25 TURBIDITY AND DISPOSAL MONITORING or as directed by the Contracting Officer. The Contractor shall wedge the riser boards in place and seal the joints between the riser boards, as needed, to stop fill material or suspended material from passing through the weirs.

a. The existing weirs shall be operated by the Contractor to control discharge of disposal area effluent during disposal and decanting operations. Riser boards for the weirs are stored on site in a secure location. Access to the riser boards will be provided by the Contracting Officer's Representative.

b. The Contractor shall install riser boards in the weirs to a crest elevation which produces an effluent quality meeting the turbidity requirements specified in Section 01 57 25 TURBIDITY AND DISPOSAL MONITORING. Additionally, the weir crest elevation shall provide a minimum of two to three feet of ponding at the weirs during dredging. The Contractor shall wedge the riser boards in place and seal the end and between-board joints as needed to prevent soil slurry and turbid water from passing through the weirs.

c. Upon completion of disposal operations, the Contractor shall continue to dewater the containment dike until the edges of the ponded water have receded to a minimum distance of 25 feet from the closest point on the containment dike toe. Dewatering operations may be accomplished by ditching, pumping or decanting to convey the ponded water from the disposal area. Dewatering operations shall continue for a minimum of 15 days during which time the Contractor shall adjust the elevations of the crests to provide for drainage of ponding while maintaining proper turbidity levels within the effluent. The elevation adjustment to the weirs shall be the same on all weirs in the disposal area. The weir riser boards shall be removed one row at

SECTION 35 20 23 Page 13 a time. The next row of boards shall not be removed until the water level is drawn down to not more than one inch above the weirs' crest.

This process shall be continued until the interface with the suspended dredged material is reached. Alternately, if the suspended sediment interface lies below the weir invert, dewatering will be considered complete when the water surface has been lowered to the weir invert.

After the interface is reached, the Contractor shall continue to inspect the disposal area until completion of the work under this contract, and shall remove another row of boards each time the material has consolidated sufficiently so that it will not flow from the disposal area. The effluent from this final drainage for eliminating ponding shall meet the applicable requirement specified in Section 01 57 20 ENVIRONMENTAL PROTECTION and/or Section 01 57 25

TURBIDITY AND DISPOSAL MONITORING.

3.5.3.4 Foam Elimination Using Floating Boom During Outfall Structure Discharge

The Contractor shall be required to eliminate the sea foam created at the outfall pipelines of the Dayson Island Dredge Material Disposal Facility into Clapboard Creek. See Appendix C after the end of this section for existing outfall pipeline information. Contractor shall assemble and install a floating containment boom assembly, including connecting the booms to two (2) government supplied land anchors and two government supplied (2) submerged anchors with buoy and chain to secure the boom in a U-shaped configuration as shown on the drawings. The Government supplied containment boom assembly will be 24 inches in diameter double wall HDPE pipe, orange in color, UV resistant, with closed cell foam inside all pipe for buoyancy, flexible solid membrane between all boom sections, and 'DANGER - KEEP OUT' or similar signs installed on each section of boom.

All hardware and fasteners other than the anchors themselves shall be Type 316 Stainless Steel. Each boom section shall be 20 feet in length and the entire assembly will be a maximum total length of 200 feet. The Contracting Officer will provide the Contractor the location of all the supplied pieces in the field and the exact number of booms needed to be installed. Lights shall be installed on the booms as required in paragraph "SIGNAL LIGHTS" and "Floating Pipeline" above. The Contractor shall install the boom prior to discharging from the disposal area, and after all dewatering operations are complete, the Contractor shall remove the boom and store within the staging area on site as directed by the Contracting Officer. All boom and appurtenances shall remain Government property at the end of the Contract.

3.5.3.5 Existing Dredge Pipe Segment

A segment of pipeline has been installed on the Dayson Island DMPF at the approximate location shown on the drawings to provide vehicular access over the dredge discharge line during disposal operations. The Contractor may connect to the end structures of this pipeline at the approximate location shown on the drawings. The Contractor may also remove the existing pipe and run their own pipe through it. The existing pipe will be set aside at a location approved of by the Contracting Officer. See Appendix D after the end of this section for an as-built of the pipeline.

The exact location of the pipeline segment will be shown to the Contactor in the field by the Contracting Officer. The type of pipe the Contractor may connect to is 24-inch Ductile Iron Pipe Size (DIPS) Polyethylene (PE) 4710 material with a Dimension Ratio (DR) of 11 and a weight of 76.229 pound per foot. The average Outside Diameter (OD) is 25.80 inches and the Inside Diameter (ID) is 20.828 inches. The minimum wall thickness is

SECTION 35 20 23 Page 14

2.345 inches. See Appendix A attached after the end of this section for pipe and connection information. The pipeline segment is approximately 100 linear feet. The Contractor shall provide all the necessary equipment for operations within the DMPF to discharge material at the location shown on the drawings.

3.5.4 Placing of Dredged Material

During placement of dredged material in the designated disposal areas, the Contractor will be required to provide an attendant at each disposal area who shall maintain constant radio contact with the dredge, and conduct a minimum of two inspections per day of pipeline and dike. This will enable the Contractor's personnel at the disposal areas to immediately notify the dredge in the event of dike or pipeline failure. The Contractor shall provide a monitor at the disposal area at all times when the dredge is discharging materials. In the event of dike or pipeline failure, the dredging operations shall be immediately suspended and require prompt repair of the dike or pipeline as a prerequisite to the resumption of dredging. Dredging shall not be resumed until the necessary dike repair or pipeline repairs have been completed. The Contractor shall inform the Contracting Officer daily of conditions of any problems associated with the dikes, pipeline, and disposal area discharge. The Contractor shall inform the Contracting Officer at what time the problems were found and time when action was taken to correct the problems. Plant down time to meet the water quality standards or to make dike or pipeline repairs will be at no added cost to the Government or a basis for time extension.

3.5.5 Dredge Pipelines

3.5.5.1 Dredge Discharge Pipeline

The Contractor shall plainly mark the pipeline access routes with conspicuous stakes, targets and/or buoys to be maintained throughout the contract operations. A tight dredge discharge pipeline shall be maintained to prevent spilling of dredged material or dredge water outside of the disposal area. The Contractor shall provide and maintain radio communication between the dredge and the disposal areas and the dredge and the Contracting Officer. The pipeline shall be inspected at least twice daily for leaks. The Contractor shall provide a monitor at the disposal area at all times when the dredge is discharging materials. Failure to immediately repair leaks in the discharge pipeline will result in suspension of dredging operations and require prompt repair of pipeline as a prerequisite to the resumption of dredging. Any damage to private or public property resulting from the Contractor's operations shall be repaired by the Contractor at his expense. At the Dayson Island Disposal area, the dredge discharge pipeline shall not be placed on the disposal area dike crest except at the location where it crosses the dike for disposal into the interior or the Contractor may utilize the Existing Dredge Pipe Segment described in Section "Existing Dredge Pipe Segment" above. The Contractor shall provide an earthen ramp over the dredge pipeline at the crossover location to allow for passage of vehicular traffic. During demobilization, remove earthen ramp and grade dirt road to pre-construction conditions. During demobilization, remove earthen ramp and grade dirt road to pre-construction conditions.

3.5.5.2 Submerged Pipeline

In the event the Contractor elects to submerge his pipeline, the pipeline shall rest on the bottom, and the top of the submerged pipeline and any

SECTION 35 20 23 Page 15 anchor securing the submerged pipeline shall be no higher than the required project depth for the channel in which the submerged pipeline is placed. Should the Contractor elect to use a pipeline material which is buoyant or semi-buoyant, such as PVC pipe or similar low density materials, the Contractor shall securely anchor the pipeline to prevent the pipeline from lifting off the bottom under any conditions. The Contractor shall make daily inspections of the submerged pipeline to ensure buoyancy has not loosened the anchors nor leaked any spoil material. Any leakage of material must be reported to the Contracting Officer immediately. The Contractor shall remove all anchors when the submerged pipeline is removed. The location of the entire length of submerged pipeline shall be marked with signs, buoys, lights, and flags conforming to U.S. Coast Guard regulations.

3.5.5.3 Floating Pipeline

Should the Contractor's pipeline not rest on the bottom, it will be considered a floating pipeline and shall be visible on the surface and clearly marked. In no case will the Contractor's pipeline be allowed to fluctuate between the surface and the bottom, or lie partly submerged.

Lights shall be installed on the floating pipeline as required in paragraph SIGNAL LIGHTS above. The lights shall be supported either by buoys or by temporary piling, provided by the Contractor and approved by the Contracting Officer. Where the pipeline does not cross a navigable channel, the flashing yellow all-around lights shall be spaced not over 200 feet apart, unless closer spacing is required by U.S.
