GEOTECHNICAL DATA REPORT

1 SCOPE

The information provided in this section encompasses the geotechnical field investigations available for this project. The investigations consist of borings. The associated boring logs and laboratory data are presented in paragraphs 4.6 and 4.7, respectively. A character of materials paragraph is included to provide a comprehensive description of the materials utilizing both recent and historical knowledge of the project area. Also included in this section are definitions of terms and boring log notes, which provide additional explanation of the boring logs and drilling techniques.

Items discussed in the character of materials paragraph may not appear explicitly on the boring logs. Based on historic knowledge of the project area, the character of materials paragraph includes items that supplement the data documented by the boring logs. When reviewing the boring logs, use all of the data on the logs, including the materials description, legend, and blow counts. When evaluating the subsurface conditions, use all of the data, including the character of materials paragraph and boring logs.

During the solicitation period, any questions that pertain to the information provided in this section should be addressed to the contract specialist identified in Block 9 of SF1442. After contract award, questions should be addressed to the appointed ACO/COR, which will coordinate with Geotechnical Branch.

2 CHARACTER OF MATERIALS

2.1 THE LOCAL GEOLOGY

The sediments which occur in the project area are of Holocene and Pleistocene age (10 kya to 2.6 mya). These were deposited during the formation of marine terraces and beach ridges and blanket all of Duval County. They were deposited on a slightly irregular, undulating surface of upper Miocene or Pliocene aged (2.6 to 23 mya) deposits.

The sediments consist primarily of tan to yellow, medium to fine grained quartz sand, which are locally stained rusty brown or red due to iron oxide. Locally there are thin gray sandy clay beds that in places contain mollusk shells, particularly near the coast. The thickness of these sediments ranges from less than 10 feet in the St. Johns River valley to about 100 feet in western Duval County. The sediments are thickest below the ridges and in places where they overlie depressions in the upper surface of the upper Miocene or Pliocene deposits.

The areas adjacent to the St. Johns River that are being dredged in this project are mostly the Holocene and Pleistocene deposits that are mentioned above. The channel cuts into sediments of Miocene or Pliocene age which occur below dredge depth for this project.

2.2 MATERIALS ENCOUNTERED

Recent investigations using core boring and vibracore methods, surface samples, and historical knowledge of the project area were used to describe the character of the material to be dredged.

The borings and surficial samples included in this GDR were collected in 2005, 2008, 2009, and 2017. The material in the channel consists of shoaled material deposited since the last dredging event in 2019, and includes silt, clay, shell and fine to medium grained quartz sand in various thicknesses.

U.S. Marine Corps Support Facility Blount Island Maintenance Dredging 38-Foot Project

00 31 32 - Page 3

The materials within the dredge template presented on the boring logs and sediment gradation curves have been removed during previous dredging events, with subsequent shoaling of similar material. The boring logs still provide valid information about the character of materials in and below the dredge template, including the side slopes, and, thus, indicate what type of dredge material can be expected during dredging. Based on past dredging events, occasional gravel to cobble sized pieces of moderately hard, weathered limestone and sandstone, may be encountered. Larger rock, up to boulder size, and debris is present beneath the dredge template.

In-situ rock, if encountered, is not required to be dredged.

A concrete sill is located within the project area at an elevation of -37.6 feet MLLW, which is within the required project dredge depth. A construction event to remove the concrete sill to a depth of -47 feet MLLW will begin in 2020. Discrete mounds of rock generated from removal of the sill may be present in the vicinity of the sill below -38 feet MLLW.

3 DEFINITIONS

Definitions not explicitly indicated in the sections below are typical industry standard definitions from their respective ASTMs.

3.1 DEFINITIONS OF BASIC TERMS

Layer – Rock or soil with a thickness of 6 inches or less.

Lens – A geologic deposit of variable thickness, which disappears laterally in all directions and cannot be correlated to adjacent borings.

Rock – A naturally occurring substance composed of one or more minerals bound together. This geologic term includes a range of engineering properties: strength, hardness, permeability, weathering, and discontinuity. These properties are noted or can be inferred from the boring logs as blow counts, penetration rate, RQD, hardness, etc.

Borings CB-BIMC08-1 through CB-BIMC08-3, CB-BIMC08-6 through CB-BIMC08-14, CB- BIMC09-22 through CB-BIMC09-28, and CB-BIMCT17-1 through CB-BIMCT17-12 were driven using the Standard Penetration Test (SPT) procedure with a 140 pound hammer with a 30-inch drop using a 2.0 foot split spoon (1 3/8-inch I.D. and 2-inch O.D.). Borings were advanced in 18-inch intervals, or until refusal was encountered. Refusal is defined as a total of 50 blows of the hammer within any 6- inch increment, a total of 100 blows within any 1-foot increment, or no observed advance of the sampler after 10 successive blows of the hammer. When refusal was encountered, the borings were continued with a 4-inch by 5 1/2-inch diameter core barrel until the rate of penetration indicated softer material, at which point the SPT procedure was resumed.

U.S. Marine Corps Support Facility Blount Island Maintenance Dredging 38-Foot Project

00 31 32 - Page 12

Borings CB-BIMC08-4 and CB-BIMC08-5, located on the concrete sill, were also advanced with a 4-inch by 5 1/2-inch diameter core barrel.

Vibracore borings VB-BIMC08-1 through VB-BIMC08-4 were sampled using an Alpine style, pneumatic vertical hammer, vibracore drilling apparatus having a continuous 20-foot by 3 or 3 1/2-inch core barrel with clear plastic core liner until refusal was encountered. Refusal is defined as no additional penetration of the vibracore with two minutes of additional effort applied to penetrate through the resistant layer at maximum vibration.

Sediment surface samples GS-BIMC05-1 through GS-BIMC05-10 were collected with a clam shell sampler.

4.5 INSPECTION OF RECOVERED MATERIALS

4.7 BORING LOGS

Applicable boring logs are presented on the following pages.

The borings presented in this section are available historic borings within the project area. Most of the materials within the project template presented on the boring logs have been removed by previous dredging events with subsequent shoaling of similar materials. The current elevations of the materials at these locations are shown on the contract drawings.

While the Government’s borings are representative of subsurface conditions at their respective locations and vertical reaches, local variations in the characteristics of the subsurface materials of this region are to be expected. Accordingly, prospective offerors shall form their own conclusions from the examination of the recovered materials prior to submission of their offer.
