c. Submit all Water Quality Monitoring Reports electronically to the Contracting Officer within 24 hours after completion of each test and submitted weekly to the Environmental Branch (CESAJ-PD-E) within 7 days of collection.
d. Provide a Water Quality Exceedance Report to the Contracting Officer within 24 hours of the time when the Contractor first becomes aware of the discharge (email acceptable).
Specification Section 35 20 23:
1.5.1 Order of Work
The Order of Work for base dredging will be directed insofar as practicable to provide for efficient operation of the dredging equipment. Dredging operations at piers and facilities may require moving a dredge outside of a security zone to work an adjacent area until the security zone becomes available to dredge again. Every effort will be made to keep the moves local so as not to require the relocation of the head section to the floating pipe. These moves are normally planned at least 24 hours ahead of time. The channel between station 40+500 of Range-G to station 44+250 of Range-H requires the most coordination due to the frequency and size of the security arcs. Orders to the Contractor's Representative at the site of the work will be in writing.
1.5.2 Hopper Restriction
The use of hopper dredges is prohibited.
1.6 SPECIAL INSTRUCTIONS
Dredging of insitu rock is not required; but if encountered, report the location and extent of any insitu rock above grade or required depth to the Contracting Officer. All anchors and wires need to be clear of the channel. In the past dredging projects, there were high spots encountered at several locations the dredge could not reach the required depth because they were hitting hard bottom. Those areas were near the non-open end of the Explosive Handling Wharf-2 at approximately station 41+300, at the edge of the security arc next to the Explosive Handling Wharf 1 (outside the finger pier) at approximately station 42+700, and at the North end of Refit Wharf-1 at approximately station 48+800. All debris encountered during the dredging process will become property of the Contractor and be removed and disposed in an offsite landfill selected by the Contractor and approved by the Contracting Officer.

1.18 EQUIPMENT AND PERFORMANCE DATA
If electronic positioning equipment is used, submit documentation of compliance with manufacturer recommendations for calibration to the Contracting Officer. Documentation may include a calibration report or some other documentation showing positioning equipment maintenance or verification results.
1.19 NATIONAL DREDGING QUALITY MANAGEMENT PROGRAM (NDQMP) SYSTEM (DREDGES AND DUMP
SCOWS)
1.19.1 System Requirements
See Section 35 20 27 NATIONAL DREDGING QUALITY MANAGEMENT PROGRAM - PIPELINE HYDRAULIC DREDGE. However, in the event of NDQMP System failure (not fully operational), notify the Contracting Officer. If the Contractor cannot use the NDQMP System within 48 hours of failure, cease all dredging operations for the vessel until the NDQMP System is fully operational. Any delays resulting from NDQMP System failure will be at the Contractor's expense.
3.3.3 Adjacent Property and Structures
Material is required to be removed adjacent to waterfront structures. Controlled dredging will be required in these areas to prevent damage to the structures. Assure that there is no dredging within 15 feet offset distance of any pier, dock faces, buoys and their chains, anchor chains, or other waterfront structures in order to prevent damage to fender pilings and any other part of these structures unless otherwise indicated on the drawings or directed by the Contracting Officer. However, there is no offset from the Drydock Caisson Gate Sill and Drydock Caisson Gate Mooring Facility as indicated on the drawings, unless otherwise directed by the Contracting Officer. Do not use wire rope on bollards and cleats. Use only manila or nylon line. The Contractor will be responsible for any damage to these structures caused by the Contractor's operations and will be responsible for the cost of repairs made to that structure.
3.3.3.1 Magnetic Silencing Facility (MSF)
The Magnetic Silencing Facility (MSF) slip has limited accessibility and accurate positioning will be required for dredging near the MSF slip. Expensive underwater sensors and bundled cables are located directly beneath and in the vicinity of the slip. No dredging is allowed within the Dredging Exclusion Zone shown on the drawings.
3.3.3.2 Explosive Handling Wharves (EHW)
EHW berthing areas are covered by buildings with a clear opening of approximately 86 feet 6 inches wide by 55 feet high at Mean High Water (MHW). Inside the EHW buildings, the vertical clearance is approximately 115 feet at MHW. There is a warping wharf between the two buildings approximately 1,000 feet long, along which dredging is required. Immediately make repairs to or replace and return to original condition all damaged lumber and concrete after completion of work
**All questions regarding this solicitation should be referred to Mr. Guesley Leger, Contract Specialist, via email at within this area. It is possible that debris may be encountered within the limits of EHW Buildings #1 and #2. The debris could potentially consist of tools and other small items, steel cable, and sheeting material.
3.3.3.3 Refit Wharves
The shoreline underneath the refit wharves has been riprapped. A riprap keyway was constructed at the toe of the slope as shown on the cross-sections of the drawings. Do not remove this riprap keyway. When working in this area, do not use wire rope on bollards and cleats. Use only manila or nylon line. Immediately make repairs to or replace and return to original condition all damaged lumber and concrete after completion of work within this area.
3.3.3.4 Drydock Caisson Gate Sill and Mooring Facility
The Drydock Caisson Gate Sill area is from the end of the navigation channel (Range-I) to the steel caisson gate. The Drydock Caisson Gate Mooring Facility is adjacent to the caisson gate mooring dolphins and caisson gate. If a cutter suction dredge is to be used, remove the cutter head for the removal of the material from the concrete sill and mooring facility grillage without damaging the concrete sill and metal grillage. The dredging location at the Drydock Caisson Gate Sill and the Drydock Caisson Gate Mooring Facility is shown on the drawings or as directed by the Contracting Officer.
3.3.5 Port Operations Small Boat Basin
The Small Boat Basin area is located in Range-H. There is a T-shaped pier and other structures within this area therefore no dredging will be allowed within 15 feet of the structures. The northwest corner of the North side is truncated by 25 feet because of complications with the shore rip rap. Additionally, the landside edge of the south portion should have no dredging within 25 feet of the shore rip rap.
3.3.6 Port Security Barrier Mooring Area
Hurricane mooring anchors (ST-1 through ST-4) have been placed about 100 feet east of the Upper Turning Basin next to Big Crab Island in 13 to 30 feet of water. Use of these anchors by the Contractor is not permitted. These buoys are located within the Port Security Barrier Mooring Dredge Area. Buoys within the project area are fixed by a chain and driven plate anchors to the sea bed. With these conditions, the mooring buoys must be positioned during dredging activities where the material to be dredged can be collected sufficiently without impediment to the buoys and their chains as well as to the cutter head dredge equipment. This shall be accomplished by positioning the mooring buoys to allow for proper alignment of chain and other attaching components during dredging activities and assuring that there is no dredging within 15 feet of the buoys and their chain structures. See as-built records of the mooring anchors in Appendix E at the end of this section.
**All questions regarding this solicitation should be referred to Mr. Guesley Leger, Contract Specialist, via email at
3.5.4.2 Operations of Weirs
Weir riser boards are stored in an on base facility outside the waterfront restricted area. Coordinate with the Contracting Officer to obtain access to these boards to operate disposal facilities. Return any boards not required to be left in the weir stacks to the same storage location upon completion of work. Additional weir boards may be required to fully execute the work under this contract. Return any additional boards provided, that are not required to be left in the weir stacks, to the same location upon completion of work.
Use reasonable care in the use of the disposal area, and for the operation and control of the weirs. From commencement of dredging, the operation of the weir system needs to be managed to minimize the return of suspended solids and associated turbidity to the receiving water body to meet contract and permit requirements. Monitor and manage, with oversight provided by the Contractor's quality control manager and the Corps' quality assurance representative, the dredge output and the weirs to control water elevation, ponding depth, dredge inflow rate, and other parameters to maintain effluent discharge from the DMMA at or below required turbidity standards. Adjust weir crest elevations to facilitate drainage while maintaining proper turbidity levels in the effluent.
Remove weir riser boards one row at a time, ensuring the water level is no more than one inch above the crest before removing the next row. The drainage effluent must comply with Section 01 57 20 ENVIRONMENTAL PROTECTION. Manage flows so that all release of effluent can be stopped if required by the Contracting Officer. Correct any damage caused by the Contractor's operations to disposal area outfalls, riprap and erosion control works must be repaired.
3.5.6.1.1 Existing Dredge Pipe Installed by the Navy
The Navy has constructed a segment of permanent pipeline into Disposal Area 2 (D/A-2) as shown on the drawings.
Connect to the end structures of this pipeline at the approximate locations shown on the drawings. The exact location of the end structures will be shown to the Contractor in the field by the Contracting Officer. Prior to connecting to the end structures, coordinate the work with base security through the Contracting Officer. The type of pipe the Contractor shall connect to is 24-inch Ductile Iron Pipe Size (DIPS) Polyethylene (PE) 4710 material with a Dimension Ratio (DR) of 11, pressure rating of 200 psi, and a weight of 75.78 pounds per foot. The average Outside Diameter (OD) is 25.80 inches and the Inside Diameter (ID) is 20.829 inches. The minimum wall thickness is 2.345 inches. See the pipe connection information appended after the end of this section (Appendix A). A copy of the hydrostatic pressure testing of the dredge pipeline are also included in Appendix B. The pre-flanged pipeline at D/A-2 to extend to the designated pipeline discharge areas will be located at the site. Provide flange fasteners for connecting these sections.
**All questions regarding this solicitation should be referred to Mr. Guesley Leger, Contract Specialist, via email at
3.5.6.1.2 Existing Dredge Pipe Isolation Box
Install the spool pieces supplied by the Navy in the isolation box. Supply flange gaskets and fasteners. Prior to installing the spool pieces, coordinate the work with base security through the Contracting Officer.
3.8 ENCOUNTER OF MUNITIONS AND EXPLOSIVES OF CONCERN (MEC) IN PROJECT AREA
See the "Naval Submarine Base Kings Bay, Probability Assessment for Munitions and Explosives of Concern, Camden County, GA" in Appendix D after the end of this section.
3.8.1 Munitions and Explosives of Concern (MEC)
Munition and Explosives of Concern (MEC) are military munitions that may pose unique explosives safety risks and include Unexploded Ordnance (UXO), Discarded Military Munitions (DMM), and Munitions Constituents (MC) present in high enough concentrations to pose an explosive hazard.
3.8.2 Procedure Upon MEC Encounter
Use due caution when working in coastal areas. In the event a suspect MEC is encountered, follow the 3Rs of explosive safety: Recognize, Retreat, Report. Recognize that munitions are dangerous; Retreat - do not approach, touch, move or disturb it, but carefully leave the area; and Report immediately what you saw and where you saw it to local law enforcement - call Explosive Ordinance Disposal (EOD) at 912-573-2078. However, if it is after hours or EOD can't be reached, call 911 dispatch who can recall them and then inform the Contracting Officer. Cease all work efforts until the suspect MEC has been evaluated by emergency response personnel. In the event that the suspect MEC is positively identified as MEC, cease further work efforts until a new MEC probability assessment has been conducted.
3.8.3 Formerly Used Defense Sites (FUDS)
In accordance with EM 385-1-97 the probability assessment merits a 0 score for this project location, which based on regulatory definitions is designated as No Probability. More information on the FUDS program and sites throughout Georgia and North Florida can be found at the below web address.
https://www.usace.army.mil/Missions/Environmental/Formerly-Used-Defense-Sites/FUDS-GIS/ FUDS are not the only source of MEC along the coast. MEC may be found along the entire coastline, both on land and in State and Federal waters. The militaries of the U.S. and other countries have conducted live-fire training and combat operations at sea for centuries, and commonly disposed of excess, obsolete, and unserviceable munitions in coastal waters.
**All questions regarding this solicitation should be referred to Mr. Guesley Leger, Contract Specialist, via email at
