About this file

This is a Request for Proposal (RFP) for maintenance dredging services at Naval Submarine Base Kings Bay in Camden County, Georgia. The solicitation is issued under a South Atlantic Divisional Small Business Multiple Award Task Order Contract (MATOC) for Maintenance Dredging, available exclusively to nine pre-awarded contractors. The work is valued between $10,000,000 and $25,000,000 and is designated as a total small business set-aside with NAICS code 237990 and a $37 million size standard.

The base work consists of maintenance dredging at multiple locations within the submarine base to specified depths, with dredged material placement at Disposal Areas 1 and 2, plus environmental and water quality monitoring and standby time compensation. Three options are available: Option A for additional field-cut weir riser boards; Option B for secondary maintenance dredging at select locations; and Option C for mobilization and demobilization if secondary work is performed after base completion. The contractor must commence work within 60 days of notice to proceed and complete all base work within 230 calendar days, with total performance not exceeding 305 calendar days including options. Proposals are due by 2:00 PM EDT on May 8, 2026, submitted electronically via PIEE. Award will be made using the Lowest Price Technically Acceptable (LPTA) process, evaluating dredge availability, past performance (all award-eligible contractors receive "Acceptable" rating), and price. A mandatory site visit is scheduled for April 23, 2026, with a pre-proposal conference on April 27, 2026. Liquidated damages are assessed at $3,237 per day for contract delays. Contractors must comply with extensive environmental protection, security clearance, and Navy base access requirements, including background checks, trustworthiness determinations, and personnel vetting through the Defense Biometrics Identification System (DBIDS).

ENCLOSURE 2 – Proposal Submission Requirements

1. To ensure your submission is received and processed appropriately, it is important that interested parties CAREFULLY ensure their electronic files adhere to the following naming convention: Each filename shall begin with the solicitation number, followed by the word “RESPONSE”, followed by your firm’s name, and finally the Volume Number / Document title.

EXAMPLE:

“GROUP1-26-R-J003_Response_[Firm name]_Volume 1.pdf”

2. ALL RESPONSES SHALL BE SUBMITTED ELECTRONICALLY. You shall submit your proposal via PIEE. Be sure to allow yourself enough time for transmission as large files may take longer to receive. Do not assume that electronic communication is instantaneous. Please make allowances for delays in transmittal. The time and date received will be the time and date recorded. Late proposals will not be accepted. Please follow up your submission with an email to Mr. Timothy Humphrey at Timothy.g.humphrey@usace.army.mil and Mr. Guesley Leger at Guesley.Leger@usace.army.mil. If you do not get a confirmation, please notify Tim Humphrey and Guesley Leger immediately. The PIEE system is fairly new, and it has had some glitches with time zones, so if you transmission shows as late please email to verify.

3. Proposals are due in accordance with the time and date stated in Paragraph 7.1 of the RFP Letter.

4. The Government will not be responsible for proposals or bid bonds delivered to any location or to anyone other than those designated to receive proposals on its behalf.

Offerors are responsible for ensuring that proposals are submitted so as to reach the designated recipient of proposals. Offerors are responsible for allowing sufficient time for the proposal and the bid bond to be received in accordance with the information provided.

5. Offerors shall acknowledge all revisions to the RFP issued prior to the due date for the submission of proposals in writing via a cover letter accompanying the proposal, unless instructed to do otherwise by the Contracting Officer.

6. For all revisions to the RFP issued after the submission of proposals, the offerors shall acknowledge the revision in writing, at the time and place directed by the Contracting Officer in the revision letter.

7. BASIS FOR AWARD.

7.1 Subject to the provisions contained herein, award will be made to one offeror who is deemed responsible in accordance with FAR 9.104-1; whose proposal conforms to the solicitation requirements; provides the lowest evaluated price;

and whose proposal, judged by an overall assessment of the evaluation criteria and other considerations specified in this solicitation, meets the mailto:Timothy.g.humphrey@usace.army.mil mailto:Guesley.Leger@usace.army.mil

00700A-11 technically acceptable standard for the non-price factors. Prices will be evaluated to determine fair and reasonableness in accordance with FAR 15.404-1.

7.2 The Lowest Price Technically Acceptable (LPTA) process is selected as appropriate for this acquisition because the best value is expected to result from selection of the lowest evaluated price proposal with an acceptable non-priced proposal (Technical Approach Plan and Past Performance). These non-priced factors will be evaluated on an “Acceptable” or “Unacceptable” basis. In order for an offeror to be considered eligible for award, the proposal must receive an "Acceptable" rating in each non-priced factor. The lowest priced technically acceptable proposal will then be evaluated to determine price fairness and reasonableness in accordance with FAR 15.404-1(a). A proposal receiving a rating of “Unacceptable” in any non-priced factor will not be eligible for award. The Source Selection Authority (SSA) shall select the offeror whose proposal offers the lowest evaluated price and for which any non-priced factors are rated as Acceptable in accordance with established criteria in the solicitation.

7.3 Consistent with FAR 52.215-1, the Government reserves the right to make award without discussions, if, in the discretion of the Contracting Officer, discussions are not needed (except clarifications as described in FAR 15.306(a)). If the SSA determines that discussions are necessary and if the SSA determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the SSA may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals. Therefore, the offeror's initial proposal should contain the offeror's best terms from a price and technical standpoint.

8. PROPOSAL REQUIREMENTS

8.1 Your proposal shall include the following items. Failure to provide any of these requirements may result in your offer being rejected.

9. DISCUSSIONS: In accordance with FAR Clause 52.215-1, Competitive Acquisitions, the Government reserves the right to make award without discussions. Therefore, Offerors should submit their best price terms in their initial offer and not automatically assume that they will have an opportunity to participate in discussions, if later determined to be in the best interests of the Government, or to submit a revised offer. Discussions, if held, may be held with only the highest rated Offerors or Offeror.

10. FACTOR 1 – Availability of Technically Acceptable Dredge(s) (Volume 1)

The contractor shall provide a letter on company letterhead identifying the dredge(s) the contractor proposes to do the work and the current location of dredge(s).

Evaluation Method:

The Government will evaluate all identified dredge(s) submitted to determine whether the identified dredge(s) have been found technically acceptable by the Contracting Officer prior to the proposal due date. The Government will also determine whether the dredge(s) are available to meet the required period of performance as stated in the RFP.

To be determined Acceptable for Factor 1, the identified dredge(s) must have been found technically acceptable prior to the proposal due date and available to meet the required period of performance.

11. FACTOR 2 - Past performance (Volume 2)

NO SUBMISSION REQUIREMENT. Past Performance information submitted in response to the Dredging MATOC (Solicitation No. W912EP25R0010) will be used to determine the offeror’s record of complying with contractual requirements and meeting acceptable levels of performance risk.

Evaluation Method:

Past Performance was recently evaluated for all contractors under the Dredging MATOC. An "Acceptable" rating was earned under Past Performance for all offerors that received an award in accordance with the solicitation evaluation criteria for the Dredging MATOC (Solicitation No. W912EP25R0010). Therefore, for this task order all offerors will receive the Past Performance rating of "Acceptable".

Note: For future task orders, the Government reserves the right to use recent and relevant project data independently obtained from other Government or commercial sources or from any other sources available to include, but not limited to: (1) the Contractor Performance Assessment Reporting System (CPARS), (2) Responsibility / Qualification (was FAPIIS.gov) or (3) Electronic Subcontract Reporting System (eSRS), or other data bases; (4) interviews with

00700A-1

Program/Project Managers and Contracting Officers or rely upon personal business experience with the offeror; and (5) consider any information the offeror submits which explains any problems encountered on the identified contract and the offeror's corrective actions. The Government reserves the rights to obtain and evaluate past performance information from any source it deems appropriate.

Information related to the contractor’s (or contractor’s team) performance in Quality, Schedule, Management, Regulatory Compliance, and Safety/Security will be reviewed from the aforementioned additional sources to determine the offeror “Acceptable” or “Unacceptable.

12. FACTOR 3 – Price.

The Offeror’s submission for this factor shall be fully completed. Offeror completeness addresses the extent to which the elements of the price proposal are consistent with the requirements of the RFP.

Offerors are required to submit the following:

Note: Executive Order (EO) 13706, Establishing Paid Sick Leave for Federal Contractors applies to all contracts subject to the Davis-Bacon Act for which the contract is awarded (and any solicitation was issued) on or after January 1, 2017. If this contract is covered by the EO, the contractor must provide employees with 1 hour of paid sick leave for every 30 hours they work, up to 56 hours of paid sick leave each year.

Employees must be permitted to use paid sick leave for their own illness, injury or other health-related needs, including preventive care; to assist a family member (or person who is like family to the employee) who is ill, injured, or has other health-related needs, including preventive care; or for reasons resulting from, or to assist a family member (or person who is like family to the employee) who is a victim of, domestic violence, sexual assault, or stalking. Additional information on contractor requirements and worker protections under the EO is available at https://www.dol.gov/agencies/whd/government-contracts.

Note: Executive Order 13658 generally applies to contracts subject to the Davis-Bacon Act that were awarded on or between January 1, 2015 and January 29, 2022, and that have not been renewed or extended on or after January 30, 2022. Executive Order 13658 does not apply to contracts subject only to the Davis-Bacon Related Acts regardless of when they were awarded.

If a contract is subject to Executive Order 13658, the contractor must pay all covered workers at least $13.30 per hour (or the applicable wage rate listed on this wage determination, if it is higher) for all hours spent performing on the contract in 2025. The applicable Executive Order minimum wage rate will be adjusted annually. Additional information on contractor requirements and worker protections under Executive Order 13658 is available at www.dol.gov/whd/govcontracts.

Unlisted classifications needed for work not included within the scope of the classifications listed may be added after award only as provided in the labor standards contract clauses (29CFR 5.5 (a) (1) (iii)).

The body of each wage determination lists the classifications and wage rates that have been found to be prevailing for the type(s) of construction and geographic area covered by the wage determination. The classifications are listed in alphabetical order under rate identifiers indicating whether the particular rate is a union rate (current union negotiated rate), a survey rate, a weighted union average rate, a state adopted rate, or a supplemental classification rate.

Union Rate Identifiers

A four-letter identifier beginning with characters other than ""SU"", ""UAVG"", ?SA?, or ?SC? denotes that a union rate was

00700A-22 prevailing for that classification in the survey. Example:

PLUM0198-005 07/01/2024. PLUM is an identifier of the union whose collectively bargained rate prevailed in the survey for this classification, which in this example would be Plumbers.

0198 indicates the local union number or district council number where applicable, i.e., Plumbers Local 0198. The next number, 005 in the example, is an internal number used in processing the wage determination. The date, 07/01/2024 in the example, is the effective date of the most current negotiated rate.

Union prevailing wage rates are updated to reflect all changes over time that are reported to WHD in the rates in the collective bargaining agreement (CBA) governing the classification.

Union Average Rate Identifiers

The UAVG identifier indicates that no single rate prevailed for those classifications, but that 100% of the data reported for the classifications reflected union rates. EXAMPLE:

UAVG-OH-0010 01/01/2024. UAVG indicates that the rate is a weighted union average rate. OH indicates the State of Ohio.

The next number, 0010 in the example, is an internal number used in producing the wage determination. The date, 01/01/2024 in the example, indicates the date the wage determination was updated to reflect the most current union average rate.

A UAVG rate will be updated once a year, usually in January, to reflect a weighted average of the current rates in the collective bargaining agreements on which the rate is based.

Survey Rate Identifiers

The ""SU"" identifier indicates that either a single non-union rate prevailed (as defined in 29 CFR 1.2) for this classification in the survey or that the rate was derived by computing a weighted average rate based on all the rates reported in the survey for that classification. As a weighted average rate includes all rates reported in the survey, it may include both union and non-union rates. Example: SUFL2022-007 6/27/2024. SU indicates the rate is a single non-union prevailing rate or a weighted average of survey data for that classification. FL indicates the State of Florida. 2022 is the year of the survey on which these classifications and rates are based. The next number, 007 in the example, is an internal number used in producing the wage determination. The date, 6/27/2024 in the example, indicates the survey completion date for the classifications and rates under that identifier.

?SU? wage rates typically remain in effect until a new survey is conducted. However, the Wage and Hour Division (WHD) has the discretion to update such rates under 29 CFR 1.6(c)(1).

State Adopted Rate Identifiers

00700A-23

The ""SA"" identifier indicates that the classifications and prevailing wage rates set by a state (or local) government were adopted under 29 C.F.R 1.3(g)-(h). Example: SAME2023-007 01/03/2024. SA reflects that the rates are state adopted. ME refers to the State of Maine. 2023 is the year during which the state completed the survey on which the listed classifications and rates are based. The next number, 007 in the example, is an internal number used in producing the wage determination.

The date, 01/03/2024 in the example, reflects the date on which the classifications and rates under the ?SA? identifier took effect under state law in the state from which the rates were adopted.

WAGE DETERMINATION APPEALS PROCESS

1) Has there been an initial decision in the matter? This can be:

a) a survey underlying a wage determination

b) an existing published wage determination

c) an initial WHD letter setting forth a position on a wage determination matter

d) an initial conformance (additional classification and rate) determination

On survey related matters, initial contact, including requests for summaries of surveys, should be directed to the WHD Branch of Wage Surveys. Requests can be submitted via email to davisbaconinfo@dol.gov or by mail to:

Branch of Wage Surveys Wage and Hour Division U.S. Department of Labor 200 Constitution Avenue, N.W.

Washington, DC 20210

Regarding any other wage determination matter such as conformance decisions, requests for initial decisions should be directed to the WHD Branch of Construction Wage Determinations.

Requests can be submitted via email to BCWD-Office@dol.gov or by mail to:

Branch of Construction Wage Determinations Wage and Hour Division U.S. Department of Labor 200 Constitution Avenue, N.W.

Washington, DC 20210

2) If an initial decision has been issued, then any interested party (those affected by the action) that disagrees with the decision can request review and reconsideration from the Wage and Hour Administrator (See 29 CFR Part 1.8 and 29 CFR Part 7).

Requests for review and reconsideration can be submitted via email to dba.reconsideration@dol.gov or by mail to:

00700A-24

Wage and Hour Administrator U.S. Department of Labor 200 Constitution Avenue, N.W.

Washington, DC 20210

The request should be accompanied by a full statement of the interested party's position and any information (wage payment data, project description, area practice material, etc.) that the requestor considers relevant to the issue.

3) If the decision of the Administrator is not favorable, an interested party may appeal directly to the Administrative Review Board (formerly the Wage Appeals Board). Write to:

Administrative Review Board U.S. Department of Labor 200 Constitution Avenue, N.W.

Washington, DC 20210.
