About this file

This is a Questions and Answers Addendum for Group Home Care services issued by the City of Philadelphia Department of Human Services for Dependent Adolescents ages 13-21. The RFP, posted June 8, 2026, requires proposals due July 10, 2026, at 5:00 p.m. Philadelphia local time via eContractPhilly, with a mandatory pre-proposal meeting held June 17, 2026, and written questions due June 23, 2026. Site visits with selected applicants are scheduled for the week of July 27, 2026, with applicant selection targeted for July 31, 2026, and contract execution by August 14, 2026. The contract capacity target is 18-24 beds for males and/or females, though smaller numbers may be proposed. The initial contract term runs from August 14, 2026, through August 13, 2027, with the City retaining an option to amend the contract to add up to four additional one-year terms at its sole discretion. Services must be 24-hour, 7-days-a-week trauma-informed, family-driven care with youth-guided decision-making, active school and community connections, and evidence-based clinical interventions.

The fixed-price contract value is $810,000 for the initial term with monthly invoicing and comprehensive written reports required. All employees must receive a living wage of $17.36 per hour for FY27. Applicants must be licensed by the Pennsylvania Department of Human Services and capable of delivering services within Pennsylvania; government agencies are ineligible. All for-profit vendors currently contracted with DHS to deliver these services must respond to the RFP to be considered for contract renewal in FY27. The Q&A addendum clarifies that indirect costs are capped at 10 percent of the budget, providers are paid only for occupied beds with no reimbursement for vacant capacity, the four required positions (Program Director, Program Supervisor, Provider Worker, and Direct Care Manager) must be separate, and providers may accept placements from other referring counties or entities provided DHS contract obligations are met. Applicants with Local Business Entity or LGBTQ certifications receive preference, as do those with programs in Philadelphia or surrounding counties with adequate plans for frequent in-person family contact.

FY27 Request for Proposal Questions and Answers Addendum

June 30, 2026

Question 1: For purposes of budget development, is there a maximum allowable percentage for administrative and indirect costs?

Answer: Indirect costs - 10%

Question 2: The RFP identifies an eligible service population spanning ages 13–21. May applicants propose a more narrowly defined age cohort within this range (e.g., 13–17 or 18–21), provided the proposed population is clearly described and the program is capable of serving the needs of that cohort?

Answer 2: Our population in need of the service is age 13-21 and referrals will be for that age group.

Question 3: Are Program Director, Program Supervisor, Provider Worker, and Direct Care Manager required to be separate positions, or may qualified personnel perform multiple functions provided they meet the minimum qualifications associated with each position?

Answer 3: They are separate positions

Question 4: How will providers be compensated when a bed is temporarily vacant? Will payment be based solely on occupied beds, or does DHS provide reimbursement for maintaining available capacity between placements?

Answer 4: Only paid for occupied beds

Question 5: If bed capacity is available and all contractual obligations are met, are awarded providers permitted to accept placements from other referring counties or entities, or is bed capacity under this contract reserved exclusively for DHS referrals?

Answer 5: You can accept placements from other entities as long as DHS contract obligations are met.
