This Invitation to Bid (ITB) document is issued by the City of Greenville Parks and Recreation Department for custodial and cleaning services at two municipal recreation facilities in Greenville, Texas. The City seeks sealed bids for comprehensive annual cleaning and janitorial services at the Greenville SportsPark Center (6705 Monty Stratton Parkway) and separately priced supplemental deep cleaning and window cleaning services at the Reecy Davis Center (4320 Lee Street). The SportsPark Center, a high-use public recreation facility, requires daily custodial services including trash removal, restroom and locker room cleaning, floor care, courts and turf maintenance, and offices and common area cleaning. The Reecy Davis Center services are limited to supplemental specialty services including weekly restroom and locker room deep cleaning, white tile and grout maintenance, and interior and exterior window cleaning. The facility operates Monday through Friday 5:00 a.m. to 9:00 p.m., Saturday 8:00 a.m. to 6:00 p.m., and Sunday 10:00 a.m. to 6:00 p.m. The City reserves the right to award the contract as a complete facility package, by facility, by service area, or by base and supplemental services in any combination. No specific bid due date is provided in the document; bidders must submit sealed bids by the stated deadline with bids remaining firm for a minimum of 60 calendar days following the bid due date. The City may award to the lowest responsible bidder or to the bidder providing the best value for the municipality.

Bidders must provide all labor, supervision, management, equipment, cleaning supplies, restroom supplies, chemicals, tools, transportation, and related resources necessary to perform services. The contractor must submit detailed pricing on Attachment A, separating SportsPark Center base custodial services, day porter services, tournament and event support, deep cleaning, and consumables from Reecy Davis Center weekly restroom and locker room deep cleaning, grout maintenance, and interior and exterior window cleaning. The City requires the successful bidder to maintain general liability insurance of $1 million per occurrence and $2 million aggregate, workers' compensation insurance as required by law with a waiver of subrogation, and commercial automobile liability insurance with combined single limits of not less than $1 million per accident. The contract may be terminated by either party with 30 days' written notice and may be extended for up to two additional 12-month periods with negotiated terms approved through the City's purchasing process. Bidders with 10 or more full-time employees entering contracts valued at $100,000 or more must provide anti-boycott certifications per Texas Government Code. The City will evaluate bids using a best-value methodology with scoring based on verified comparable experience (40 points), equipment and supply capacity (15 points), staffing and supervision (20 points), ability to meet schedule and performance standards (10 points), and pricing and cost value (15 points).

2. Instructions to Bidders

A. Bidders shall submit a complete bid package no later than the stated due date and time.

Late submissions may be rejected without review.

B. Bids shall remain firm for not less than sixty (60) calendar days following the bid due date unless otherwise stated in an addendum.

C. The City reserves the right to reject any or all bids, waive minor informalities where permitted, request clarifications, and recommend award in the best interest of the City.

D. Incomplete bids, unsigned bids, conditional bids, or bids missing required submittals may be deemed non-responsive. (Reference Section 3)

E. Public Information. All bids and supporting materials submitted in response to this solicitation become the property of the City and, following award, are subject to disclosure as public records under the Texas Public Information Act, Tex. Gov’t Code Ch. 552. A bidder who believes any portion of its bid contains trade secrets or other information excepted from disclosure under Tex. Gov’t Code §§ 552.101–552.158 shall clearly mark each such portion “Confidential” or “Trade Secret” at the time of submission and shall provide a written explanation of the asserted exception. Gov’t Code § 252.044 or to the performance and payment bond requirements of Tex. Gov’t Code Ch. 2253. No bid bond is required for submission. 5. White tile and grout shall receive routine detailed scrubbing and cleaning to prevent black buildup, mildew staining, soil accumulation, and discoloration. The contractor shall use appropriate products and methods that clean and protect white grout without damaging tile, grout, sealant, fixtures, or surrounding surfaces.

6. If grout begins to show darkening, black buildup, mildew, or visible soil between scheduled services, the contractor shall notify the City and recommend corrective action. Corrective action shall be performed when authorized by the City.

7. The contractor shall identify any recommended sealant, restorative cleaning, or specialty treatment for white grout as an optional separately priced service. No sealant, acid treatment, abrasive process, or specialty chemical shall be used without prior written approval from the City.

8. Reecy Davis Center services may be scheduled during low-use hours, after closing, before opening, or at another time approved by the City to avoid interfering with programs, rentals, public access, or City operations.

5. Performance Standards

A. D. The contractor shall respond to notices or complaints from the City within twenty-four (24) hours and complete required corrective action by the next business day unless otherwise approved due to conditions beyond the contractor's control.

E. Performance shall be considered unsatisfactory when inspection shows that work was not completed to specification. Invoices for unsatisfactory work may be returned unpaid until deficiencies are corrected.

F. The contractor or designated representative shall inspect all work for each scheduled cleaning service and shall certify on the invoice that the service was completed and inspected.

F. Because the facility serves youth, families, seniors, and the general public, contractor employees may be required to pass background checks before working on-site.

G. The City may request removal of any contractor employee from City property for unacceptable conduct, poor performance, safety concerns, failure to follow City rules, or any other reason deemed necessary by the City.

7. Special Conditions and General Terms

A. Insurance and Indemnification

1. The successful bidder shall furnish certificates of insurance evidencing general liability insurance in the minimum amount of $1M per occurrence / $2M aggregate, with the city named as additional insured on a primary, non-contributory basis, and workers' compensation insurance as required by law, unless exempt under applicable law. Workers’ compensation coverage shall include a waiver of subrogation in favor of the City of Greenville. Contractor shall additionally maintain commercial automobile liability insurance covering all owned, hired, and non-owned vehicles used in connection with the work, with combined single limits of not less than $1,000,000 per accident for bodily injury and property damage.

2. References should include the client name, contact person, phone number, email, facility type, and type of work performed.

3. Recreation center, athletic facility, aquatics facility, school, municipal, or high-traffic public facility references are preferred.

C. Cancellation and Renewal

1. The contract may be canceled by either party upon thirty (30) days' written notice, subject to the terms of the executed agreement.

2. Termination for Cause. In addition to termination for convenience, the City may terminate the contract for cause upon written notice to Contractor specifying the basis for termination, including but not limited to repeated unsatisfactory performance, failure to maintain required insurance or licensure, material misrepresentation in the bid or any required certification, suspension or debarment by any governmental authority, or insolvency. Contractor shall have ten (10) days from receipt of notice to cure a curable default; failure to cure within that period shall permit immediate termination. Termination under this paragraph shall not waive or limit any other remedy available to the City at law or in equity.

3. The contract may be extended for up to two (2) additional twelve-month periods with any negotiated increase or renewal terms approved through the City's purchasing process.

D. Non-Appropriation

1. If funds are not appropriated for a future fiscal period, the City shall not be obligated beyond the current fiscal period and shall notify the contractor as soon as reasonably practicable.

E. Billing

1. Invoices shall be submitted in accordance with City requirements and shall identify the service period billed, the service dates, any authorized additional services, and contractor certification that the services were completed and inspected.

3. Prompt Payment. Payment of undisputed invoices shall be made in accordance with the Texas Prompt Payment Act, Tex. Gov’t Code Ch. 2251. The City shall pay an undisputed invoice not later than the 30th day after the later of (i) the date the City receives the goods or services, or (ii) the date the City receives a correct invoice. If the City disputes any portion of an invoice, the City shall notify Contractor in writing of the dispute and the basis for it within 21 days of receipt of the invoice.

Interest on overdue payments shall accrue at the rate established under Tex. Gov’t Code § 2251.025. Submission of an invoice for unsatisfactory or incomplete work, or for work not yet performed, is not a valid invoice for purposes of Ch. 2251, and the City’s right to withhold payment pending correction of deficient work shall not be construed as a violation of the Act.

8. Evaluation and Award Method

A. Bids shall be evaluated for best value to the City using published criteria and documented evidence.

B. Cost is an important factor, but it shall not outweigh demonstrated ability to perform, relevant experience, job quality, and operational capacity.

D. Scores shall be based on information contained in the submitted bid, verified references, documented contract history, inspection records, complaint history, corrective action history, and any written post-bid clarification requested by the City.
