Background and Scope The National Geospatial-Intelligence Agency (NGA) delivers Geospatial Intelligence (GEOINT) information that provides a decisive advantage to policymakers, warfighters, intelligence professionals, humanitarian efforts and first responders. NGA supports the National System for Geospatial Intelligence (NSG), which supports our Department of Defense (DoD), Department of Homeland Security and the Intelligence Community. NGA leads the world in timely, relevant, accurate and actionable GEOINT.

NGA also creates the Earth Gravitational Model for use in navigation products for the DOD and general use for industry and academia. The Earth Gravitational Model contains gravity survey data from all over the world. Acquiring more gravity survey data improves this model. The gravity meter loan program is a source of this gravity data for NGA. NGA loans gravity meters to academia, government agencies, and private companies in exchange for the gravity data they collect. NGA is looking to update their gravity meter inventory with new, ITAR restriction-free gravity meters. NGA is therefore seeking a company that is capable of manufacturing and servicing airborne and marine gravity collection systems for use in small-type aircraft and marine vessels respectively to perform geophysical surveys to collect the magnitude of the earth’s gravity field for global and regional gravity models.

Requirements The contractor shall build and deliver Marine and Airborne based dynamic gravity meters meeting NGA technical requirements. The contractor shall provide a complete owners/operator manual of the gravity meter system with the first delivery, this is to include an SOP (standard operating procedure or “how to”) of gravity data processing with the meters and any associated/proprietary software. The contactor shall also provide 3 days of training for each meter purchased.

0. Preference is for major components (e.g. Sensor, Electronic packages, Control Systems, Software) to be interchangeable between the same type of platform (e.g. airborne to airborne) and across different platforms (e.g. airborne to marine, marine to airborne) with minimal setup and adjustments by users.

0. Provide a minimum of 5 windows based rugged (durable computer designed to withstand marine and airborne environmental conditions and rough handling) laptops. Laptops will contain software and licenses of the contractor’s collection and processing software and any proprietary scripts or data processing software produced by the contractor. These laptops are in addition to the 2 control system laptops/tablets provided with each meter.

Training The purchase of each gravity meter shall include three days of training. The first training session for the first marine gravity meter and first airborne gravity meter shall include but is not limited to the following:

•Gravity meter unpacking and assembly procedure
•Component inspection
•Component replacement
•Gravity meter installation procedure
•System power on procedure
•Gravity meter storage
•Gravity meter shipment
•Overview of data acquisition software and operation procedure

The contractor shall not repeat the material and training from previous sessions. After the initial training for each meter additional training topics and dates shall be agreed upon by both the contractor and NGA. Additional topics may include assisting NGA’s Meter Loan Program participants with installing the gravity meter on survey aircraft or vessel. Training may occur at NGA, the contractor’s facility, or at facilities housing survey aircraft and vessel where the meters will be installed. Any unused training time shall not expire.

Gravity Meter Delivery The contractor shall ship the gravity meters to the following address:

Travel Should travel to government/military installations be required to provided hands-on training to install the gravity meters on survey aircraft and vessels, access to these facilities will be coordinated between the contractor, NGA, and installation POC.

Security This work is unclassified, uncleared contractor personnel are authorized to work on this contract.

Uncleared contractor personnel visiting NGA facilities or other sites may receive the appropriate visitor badge and be escorted, as appropriate. The vendor will return the visitor badge at the end of each visit day.

Quality Assurance The vendor is responsible for product/service quality as it pertains to all requirements under this SOW. The vendor shall take all steps necessary to ensure that the content meets all quality and specification aspects required by NGA.

Invoicing The vendor shall submit invoices to NGA after each delivery.

Period of Performance The overall PoP inclusive of options is 5 years (60 months), comprising of two (4) Option Years.

The contractor shall construct and deliver an estimated three meters to NGA per year (5 years total). Orders will be a mix of marine and airborne gravity meters; NGA will determine which type is required.
