About this file

This file comprises a comprehensive agreement and fifteen subsequent amendments between the City of St. Petersburg, Florida and Andretti Green Promotions, LLC (later renamed Green Savoree St. Petersburg, LLC) for conducting professional automobile racing in downtown St. Petersburg. The original agreement, executed on September 16, 2004, established the framework for an annual Indy Racing League (IRL) open-wheel automobile race sanctioned by a recognized automobile sanctioning body. The race event spans four consecutive days from Thursday through Sunday and includes supporting races, public relations activities, and entertainment events conducted within designated race facilities including the Bayfront Center Site, Mahaffey Theater, Progress Energy Park, Albert Whitted Airport, and Pioneer Park. The initial contract term was three years with one two-year extension option, which was exercised, and has been subsequently extended multiple times through fifteen amendments. The most recent amendment (Fifteenth Amendment, September 2024) extended the term through April 30, 2028, with race event dates established as February 28 through March 2, 2025, and subsequent years to be mutually agreed upon by October 1 of the prior year. The City retains exclusive police powers and authority to take reasonable action to protect public health and safety, while the promoter maintains exclusive rights to conduct the race, sell tickets, operate concessions, and license media coverage.

The promoter must maintain financial assurances including a letter of credit of $120,000 (adjusted annually for inflation) and net equity of at least $500,000, as well as secure a multi-year sponsorship agreement with a title sponsor. The promoter bears all costs for race circuit improvements, safety systems, airport area improvements, and race event materials, meeting FIA and Sanctioning Body standards. The City provides certain services at no cost, including street closures, police and fire services outside the race area, and facility space, with additional in-race City services charged at out-of-pocket costs only; the promoter is responsible for the first $80,000 of City services charges, with the City absorbing charges between $80,000 and $120,000 (unless the race occurs outside designated weekends), and the promoter responsible for costs exceeding $120,000. The promoter must obtain comprehensive insurance coverage including a $10,000,000 combined single limit race event liability policy and $3,000,000 excess liability policy, naming the City as an additional insured, and must indemnify the City for claims arising from the race except those involving the City's sole negligence. The promoter is responsible for all permits, construction bonding, cleanup, restoration, and compliance with applicable laws, while the City is responsible for street maintenance within the race circuit to specified standards and for damage repair due to force majeure events.
