About this file
The document is a Groundwater Protection Plan (GPP) developed by The Thrasher Group, Inc. for the West Virginia Department of Environmental Protection (WVDEP) Office of Abandoned Mine Lands, focusing on the Valley Camp Mine Facilities located approximately 1.5 miles northeast of Triadelphia, West Virginia. The project involves the reclamation of an abandoned mine land, specifically the demolition and rehabilitation of existing mine facility structures. The site is situated along US Route 40 (National Road) with precise GPS coordinates of N 40° 03' 52.74" and W 80° 36' 27.57".
The plan outlines comprehensive measures to prevent groundwater contamination during construction, including strict protocols for handling potential contaminants like diesel fuel, hydraulic oil, and antifreeze. Key protective strategies include maintaining at least 100 feet of distance from water bodies and wetlands for equipment parking and hazardous material storage, providing secondary containment for chemicals and fuel, and ensuring all personnel are trained annually on groundwater protection procedures. The document specifies quarterly site inspections, requires safety data sheets for all on-site chemicals, and includes a certification statement affirming the accuracy and completeness of the information provided.

SECTION A: GENERAL INFORMATION
PROJECT NAME: Valley Camp Mine Facilities
PROJECT LOCATION: Approximately 1.5 miles Northeast of Triadelphia, WV. Situated along
US Route 40 (National Road)
N 40° 03’ 52.74” W 80° 36’ 27.57”

RESPONSIBLE PERSON: WVDEP Office of Abandoned Mine Lands Attention: Troy Schell
DESCRIPTION: This project covers the reclamation of an abandoned mine land
SECTION B: ACTIVITIES THAT HAVE THE POTENTIAL TO POLLUTE GROUNDWATER
The WVDEP Office of Abandoned Mine Lands Valley Camp Mine Facilities project will involve construction activities that may reasonably be expected to contaminate the groundwater.
The project consists of the demolition and rehabilitation of existing mine facility structures. During construction, possible contaminates include diesel fuel, hydraulic oil, and antifreeze, all being components of machinery on site. Vehicles may also leak motor oil, unleaded gasoline, antifreeze, and transmission fluid. Common de‐icing chemicals may be used during the winter months.
SECTION C: PRACTICES SELECTED TO PROTECT GROUNDWATER FROM POLLUTION
Necessary actions will be taken in order to avoid spills during construction. The contractor and contractor employees will have the necessary absorbents and/or barriers on hand to secure any of the possible contaminates in the event of a spill. Federal, state, and local rules and regulations will be followed in the disposal of any captured spills. Silt Fence as perimeter controls will be utilized. Best management practices (BMPs) will be utilized on‐site and maintained during construction as indicated on the Erosion and Sediment Control Plans.
Spill Prevention and Control:
It shall be the responsibility of WVDEP Office of Abandoned Mine Lands the contractor, and contractor employees to structure their operations in a manner that reduces the risk of spills or accidental exposure of fuels or hazardous materials to the environment. Particular care should be taken when working within or near water bodies or wetlands. At a minimum, WVDEP Office of Abandoned Mine Lands and its contractors shall:
Ensure that employees handling fuels and other hazardous materials are properly trained.
Ensure that equipment is in good operating order and inspected on a regular basis.
Ensure that fuel trucks transporting fuel to on‐site equipment travel only on approved access roads.
Ensure that equipment is parked overnight and/or fueled at least 100 feet from a water body or wetland boundary.
Ensure that hazardous materials, including chemicals, fuels, hydraulic fluids, and lubricating oils, are stored at least 100 feet from a water body or wetland boundary and placed inside of secondary containment.
Secondary containment shall be provided for chemical and fuel storage and stationary equipment such as pumps and generators used in proximity of water bodies and wetlands.
WVDEP Office of Abandoned Mine Lands, the contractor, and contractor employees will structure their operations in a manner that provides for the prompt and effective clean‐up of released fuel or other hazardous material. At a minimum WVDEP Office of Abandoned Mine Lands, the contractor, and contractor employees shall:
Ensure that personnel on‐site know the proper procedure for reporting spills.
Ensure that each construction crew has on hand sufficient supplies of absorbent and barrier materials to allow the rapid containment and recovery of spilled materials.
Ensure that each construction crew has on hand sufficient tools and material to stop leaks.
SECTION D: IMPLENTATION SCHEDULE
The GPP must be implemented upon approval. Having a GPP on file in an office somewhere does not keep a facility in compliance with WV0115924. The GPP must be retained and implemented at the site for which it was developed.
List the procedures to be used when designing and adding new equipment or operations.
N/A
The permittee must revise the GPP within 30 calendar days to address any newly delineated areas or other vulnerable areas upon notification by the Director or the Bureau for Public
Health.
SECTION E: EMPLOYEE TRAINING
Provisions for employees to be instructed and trained on their responsibility to ensure groundwater protection. Job procedures shall provide direction on how to prevent groundwater contamination.
The appropriate personnel will be trained annually to ensure groundwater protection. Job procedures will provide direction on how to prevent groundwater contamination through proper work practices.
The training will include:
A summary of 47‐CSR‐58, the Groundwater Protection Rule.
Knowledge of groundwater protection structures, secondary containment units, and spill cleanup equipment.
A summary of likely potential groundwater contaminants at this development.
Spill notification and documentation procedures.
SECTION F: INSPECTION SCHEDULE
Included are provisions for inspections of Groundwater Protection Plan (GPP) elements and equipment.
Inspections must be made a minimum of every three months.
Inspections of the GPP elements and equipment will occur quarterly (every three months) during the life of the construction. Inspections will ensure elements and equipment of the site’s groundwater protection program are in place, properly functioning, and appropriately managed. The inspections will be recorded, and the information saved in order to verify the inspections.
SECTION G: WASTE MATERIAL
A statement that no waste material will be used for de-icing or fill material on the property unless authorized by another rule.
No waste material will be used as fill and/or de-icing material, unless authorized by a different rule.
Common de-icing and or traction material may be used by the West Virginia Department of
Transportation (WVDOT) near the site.
SECTION H: SAFETY DATA SHEETS
A statement that Material Data Sheets or Safety Data Sheets shall be provided for all chemicals, or substances, used or stored on site.
Material Data Sheets or Safety Data Sheets shall be provided and be made available on-site for all chemicals and substances in use or stored on-site.
SECTION I: GROUDWATER DATA
There is currently no known groundwater quality/monitoring data.
SECTION J: KARST MITIGATION PLAN
N/A
SECTION K: CERTIFICATION STATEMENT
The person who can make the managerial and/or financial decisions that are required to implement your plan should be the one signing the certification statement.
