General EVMS Question PWS
Para. 14
The only reference to EVMS and requirements therein exist in the PWS. Nowhere in the sample task or RFP is EVMS referenced. 1) Does the
Government require EVMS implementation on the
Initial TO?
2) Given extensive costs acssociated with EVMS, will the Government allow offerors to propose additional labor categories to accomplish EVMS requirements?
3) Does the Government require an EVMP implementation plan if EVMS requirements exist? If so, we recommend the Government require offerors submit an EVMP roadmap/plan as an attachment to the proposal. 1) No, 2) No, and 3) No.
Section L.2.3 [Sec 1]
Section L.2.3 [Sec 1] states: a table of contents will be submitted as part of the cost volume with a hyperlink to each of the attachments. In our experience, when submitting files electronically, hyperlink sources usually do not link correctly to attached documents within a table of contents. Will the Government not deem this a critical compliance issue so long as the description and attachments are indeed provided?
The Government will not deem this a critical compliance issue so long as the description and attachments are indeed provided.
Section L.2.3 Sec 1.d.6.ii
Section L.2.3 Sec 1.d.6.ii COST(no fee) CLINS states:
The offeror shall propose any applicable indirect rates/burdens against the Government provided amounts in accordance with the offeorrs normal accoutning practices. Once applicable burdens are calculated against the Government provided amounts for CLINS 3, 4 and 5, shall these indirect totals be added to the Government provided amounts? Or, should the Government provided numbers be considered as "Not To Exceed" amounts and therefore indirect amounts be subcontracted from these totals as not to go over the Government provided amount?
The Government‐provided numbers should be considered as "Not To Exceed" amounts; therefore, indirect amounts should be subcontracted from these totals so as not to exceed the Government‐provided amounts.
Due Date
Can the Government please confirm its current due date is Tuesday, May 31? Sunday, May 29 is noted in parts of the RFP.
The RFP due date is being extended to 21 June 2022 by 12:00 Noon, CST.

12 for tables, headers and footers. Will the
Government also allow all figures formatted in 9‐12
Arial font.
Yes. The Government will also allow all figures to be formatted in 9‐12 Arial font.
Section L Pg. 8 Attachment 3 q
DFAS be provided in the Government provided
Appendix B. Appendix B only includes columns for
DCAA and DCMA POC's. Will the Government amend Appendix B to include DFAS POC's? Or, should offerors include DFAS POC's in the appropriate section in the Admin Volume?
The Government has amended Appendix B as per attached.
Section L Pg. 17 Labor Hours
A notional labor hour skill mix is provided and states offerors may deviate from the labor mix, but must use the total number of hours per CLIN. Will the Government clarify if any correlation exists between the initial Task Order, and the hours allocated against the base year (CLIN 0001) hours within the notional labor hours skill mix table? If a correlation does exist, must we assume the initial task order hours must match the proposed hours in the notional labor hours skill mix table? No correlation exists.
Initial Task Order Response
Will the Government allow an MS Project file be submitted as a PDF as an attachment to the Initial
TO response?
Yes, so long as it meets page count or other RFP submission requirements.
Section M Pg. 3, 2.1
This section states what subfactors will be evaluated. The section addresses subfactor 2 as the "Initial Task Order", but believe the
Government's intent is Subfactor 3 ‐ Initial Task
Order. Will the Government please clarify what subfactors are evaluated and ensure the order of significance is correct?
The subfactors to be evaluated are: Subfactor 1 is
"Technical Understanding," Subfactor 2 is
"Management of Resources," and Subfactor 3 is
"Initial Task Order". Subfactor 1 is significantly more important than Subfactor 2; whereas, Subfactor 2 is more important than Subfactor 3.
PWS Section 3.10

No. The offeror will not be required to have a role in the continuous monitoring of controls (i.e., Step 6 of
NIST RMF).
Will the Contractor be provided a Government
Computer to access mission specific sites that are otherwise unable to be reached by Company
Assets?
No. Providing a Government computer is not planned at this time.
Can the agency confirm that it will consider the qualifications, past performance, and experience of an offeror’s affiliates when evaluating the offeror’s past performance?

If an offeror’s affiliate will provide resources
(workforce, management, facilities, or other resources) to the offeror that the offeror will rely upon in performing the contract, please confirm the agency will allow the offeror to rely on the past performance of that affiliate in the past performance assessment.
If provided in the proposal, the Government will consider the qualifications, past performance, and experience of an offeror’s affiliates when evaluating the offeror’s past performance.
Can the agency confirm it will accept a clearance submitted on behalf of a joint venture partner, as contemplated under 13 C.F.R. § 121.103(h)(4)?
Per a recent GAO decision, if the Joint Venture does not have facility clearance, the Government will allow facility clearances from the companies that make up the Joint Venture.
Section M 2.1 states that subfactor 1 is significantly more important than subfactor 2. “Management of resources” is listed under subfactor 2. What is the ranking of Subfactor 3? Subfactor 2 is more important than Subfactor 3.

Drawings / Models and Associated Lists IAW DI‐SESS‐
81000—2D Models (CDRL A049) and 3D Models
