About this file

This is a Small Business Enterprise (SBE) Goal Determination letter from the Regional Transportation District (RTD) Civil Rights Division addressed to the Facilities Maintenance Department regarding the Bus Concourse Power Washing RFP. The contract involves providing weekly, monthly, annual, and on-call power washing and wet sweeping services for Denver Union Station Bus Concourse and Civic Center Station. The contract has a total projected cost of $105,000 with a base term of one year plus four optional renewal years.

The SBE Goal Determination concluded that a zero percent (0%) SBE participation goal should be assigned to this contract due to limited subcontracting scopes. The Small Business Opportunity Office reviewed the independent cost estimate and determined that power washing represents the only subcontractable scope of work, which significantly constrains opportunities for SBE participation. The RTD identified three certified firms with the appropriate NAICS code 561790 (Power washing building exteriors) that could potentially provide the required services. This is a locally funded procurement subject to SBE goal assessment, and the list of identified certified firms is to be included in the procurement package submitted to the Contracting and Procurement Division.

Re: Goal Determination for the Bus Concourse Power Washing -RFP

The Regional Transportation District’s (RTD) Facilities Maintenance Department has requested a goal determination for the Bus Concourse Power Washing RFP. It should be noted that this RFP will be locally funded and therefore it is subject to an SBE goal assessment. The total projected cost is $105,000 and the contract duration is 1 base year, with 4 option years.

The purpose of this contract is to hire a contractor to provide weekly, monthly, annual, and on-call power washing and wet sweeping services for Denver Union Station Bus Concourse and the Civic Center Station.

The internal cost estimate, and subcontractable scopes of work cross referenced by the available pool of SBE certified firms within their specific NAICS codes, along with other factors were used to evaluate the SBE participation goal in this contract.

A list of applicable tasks/scopes of work, cost per task item/scopes of work, percentage of costs and corresponding applicable percentages bases on the task items/scopes of work identified in the independent cost estimate, can be translated into areas of opportunities for SBE participation consideration. According to the internal cost estimate, the only scope of work considered to set the SBE goal includes Power Washing.

The Small Business Opportunity Office (SBO) reviewed the cost estimate and projected hours/values for the above-mentioned scope of work to ascertain areas of reasonable and practical SBE participation. For the purposes of goal assessment, and based on the information provided, the SBO identified that this RFP has limited scopes which limits subcontracting opportunities to certified SBEs. Considering this information the SBO contends that there should be no goal assigned to this contract.

After a thorough review of the scope of work, as well as opportunities that exist for SBEs, current willing and able certified SBE firms, past similar contracts and taking into consideration all of the facts and circumstances surrounding this contract, the SBO contends that there should be zero percent (0%) SBE participation goal. Accordingly, the SBO’s assessment of this RFP is a zero percent (0%) SBE participation goal.

The SBO has identified 3 certified firms with the appropriate NAICS code that could potentially provide the services needed by this PR. The list has been attached to this letter. Please include this excel list of firms as part of the procurement package to be submitted to the Contracting and Procurement team, to make sure they get notified about this PR.
