About this file

The document is a set of Special Provisions for IFB No. 194217, issued by the City of Palo Alto for the Gas Main Replacement Project 25, which is funded through the National Gas Distribution Infrastructure Safety and Modernization (NGDISM) federal grant program. The project involves replacing approximately 25,600 linear feet of gas main pipelines with 2-inch, 4-inch, and 6-inch diameter pipes, including installation under Matadero Creek and Barron Creek along Ross Road. The work includes using Polyethylene (PE), PVC, and BWP natural gas service pipelines, and reconnecting service pipelines. The project has specific construction hour restrictions, with most work allowed between 8:00 AM and 5:00 PM Monday through Friday, and some streets having modified work hours. There are additional requirements for winter holiday shutdown from December 22, 2025, through January 2, 2026, and again from December 21, 2026, through January 1, 2027.

The project has stringent compliance requirements, including adherence to the Build America, Buy America (BABA) Act, which mandates that all materials used must be domestically sourced. Contractors must provide detailed documentation for each material, including domestic content certifications, mill test reports, and cost summaries. The project also requires a COVID-19 Health & Safety Plan and compliance with labor wage standards, though Davis-Bacon wages are not mandated. Insurance requirements are comprehensive, with minimum coverage limits for workers' compensation, general liability, automobile liability, and pollution liability, with the City of Palo Alto to be named as an additional insured. The contractor must also provide weekly three-week look-ahead schedules, traffic control plans, and detailed documentation for each pay application, including invoices, timesheets, and progress photos.

Suppose the City determines during the course of work on the Project, acting in its sole discretion, that one or more of the specified SUP items is required for the Project, as memorialized in a Field Order and/or Change Order. In that case, the Contractor will be bound by the SUP amount(s) submitted with its Bid, subject to adjustment pursuant to Section 7.2.9 of the General Conditions based on quantities completed. See Section 1025 of the Technical Specifications for each SUP item's description and the basis for measurement and payment.

The Contractor shall use BABA compliant materials for all permanent gas pipelines, fittings, and components installed on the project. The City has compiled a list of City approved material and manufacturers the Contractor shall consider first. It is the Contractors responsibility to obtain and submit all BABA compliant certification letters to the City for all material used on this project. A sample letter format is provided in Appendix M for reference. Any materials not on the City’s list will require approval from the City’s Project Manager and a BABA compliant letter.
