About this file
This is Addendum #2 to the Special Provisions for Invitation for Bid (IFB) #194217 issued by the City of Palo Alto for the Gas Main Replacement Project 25. The addendum modifies and supplements the original bid documents and general conditions applicable to this comprehensive gas infrastructure replacement project. The project involves replacing approximately 25,600 linear feet of gas main pipelines in 2-inch, 4-inch, and 6-inch diameters, including installation under Matadero Creek and Barron Creek along Ross Road. The mandatory pre-bid meeting was held on July 2, 2025, at 10:00 am, with bids due on July 24, 2025, before 3:00 pm. The project is anticipated to commence on January 20, 2026, with a completion time of 386 working days. Construction hours are restricted to 8:00 am to 5:00 pm Monday through Friday, with numerous streets subject to non-standard hours ranging from 8:00 am to 4:45 am start times. A winter holiday shutdown is mandated from December 21, 2026, through January 1, 2027, during which the City may require removal or relocation of all construction equipment and materials. No construction is permitted within 1,500 feet of school grounds or along school routes during the first week of school, anticipated August 11–15, 2025.
This project is funded through the National Gas Distribution Infrastructure Safety and Modernization (NGDISM) federal grant program administered by the Pipeline and Hazardous Materials Safety Administration (PHMSA). All materials must comply with the Build America, Buy America (BABA) Act, requiring domestic content certification for all permanent gas pipelines, fittings, and components. The City provides certain materials including Armorcast gas meter boxes, with costs for pickup and transport included in bid items 17 and 38. The Contractor must obtain comprehensive insurance including $5,000,000 general liability, $2,000,000 automobile liability, $2,000,000 professional liability, and $5,000,000 pollution liability coverage. The addendum establishes extensive documentation and compliance requirements, including weekly rolling three-week look-ahead schedules, site-specific traffic control plans prepared by licensed engineers, and detailed cost and quantity backup documentation with every pay application. Contractors must demonstrate prevailing wage compliance using either California Labor Code Section 1770 et seq. or a voluntary U.S. Department of Labor wage determination and maintain payroll records for three years. Liquidated damages are assessed at $4,600 per day for unexcused delays. Payment for materials is withheld until complete BABA compliance documentation or approved waivers are submitted.

GMR25 ADDENDUM #2
JULY 7, 2025
mailto:PURCHASINGSUPPORT@PALOALTO.GOV https://www.cityofpaloalto.org/Departments/Public-Works/Engineering-Services/Public-Works-Standard-Drawings-and-Specifications https://www.cityofpaloalto.org/Departments/Public-Works/Engineering-Services/Public-Works-Standard-Drawings-and-Specifications
Suppose the City determines during the course of work on the Project, acting in its sole discretion, that one or more of the specified SUP items is required for the Project, as memorialized in a Field Order and/or Change Order. In that case, the Contractor will be bound by the SUP amount(s) submitted with its Bid, subject to adjustment pursuant to Section 7.2.9 of the General Conditions based on quantities completed. See Section 1025 of the Technical Specifications for each SUP item's description and the basis for measurement and payment.
(2) In addition, Section 9.1 of the General Conditions is modified to require that the pricing for any SUP item required by the Bid Form also be included in the Schedule of Values.
(3) Nothing in the Contract Documents is intended to entitle the Contractor to the inclusion of any SUP item in the Contract Sum, except as authorized by the City pursuant to Article 7 of the General Conditions and this Special Provision.
SECTION 11 – CITY-SUPPLIED MATERIALS
The City will provide the following material for this project.
Armorcast 24”x36”x18” gas meter box with lid Armorcast 24”x36”x12” gas meter box extension Armorcast 30”x60”x36” gas meter box with lid Armorcast 30”x60”x12” gas meter box extension
The Contractor shall exclude the cost of material listed in the table above from associated bid items. The Contractor is responsible to coordinate material pick-up with the Engineer/Inspector. The Contractor shall relocate the customers’ existing gas houseline, at the request of the City in writing.
The location of the new houseline connection will be specified by the City and will be located on the same side of the property as the existing gas meter. The Contractor will be required to coordinate the work and gas service interruption with the City (Utilities, Building, etc.) and owner (resident, property manager, maintenance, etc.). A plumbing pressure test (15psig gauge) of the new and existing gas houseline will be required. The work will require a plumbing permit from the City and approval from the City Building Inspector. Any damage caused to the building structure or surrounding property must be repaired to pre-existing conditions. All gas houseline relocation work must comply with the Uniform Plumbing Code, City Building Codes, and City Utility Standards. All work will be compensated through the appropriate bid item.
In the event the existing gas houseline fails to pass the pressure test and the failure is within the building structure and is of no fault of the Contractor or the Contractor's workmanship, the Contractor may complete the installation of the new gas houseline section and secure the ends. Once the homeowner has repaired all gas houseline leaks, the Contractor will reconnect the new and existing customer gas houselines and request for approval from Building. The Contractor will be compensated for the full bid item amount.

The mitigation plan shall consist of geotechnical investigations, engineering controls, analysis of provided HDD path design and minimum clearance from the existing creek, and hydrofracture contingency training.
The contingency plan shall consist of operational procedures, responsibilities for prevention, immediate response, containment, and clean-up, reporting and documentation, remediation plan, and follow-up inspections in the case of unplanned drilling fluid release in the creeks. The plan should also address protection of storm drain inlets during drilling operations.
The Contractor shall be fully responsible for all damages, fines, penalties, and liabilities arising from hydrofracture incidents and agrees to indemnify and hold harmless the City against any claims or losses resulting from such events.
SECTION 14 – NGDISM Federal Grant Program & Build America, Buy America

The Contractor shall use BABA compliant materials for all permanent gas pipelines, fittings, and components installed on the project. The City has compiled a list of City approved material and manufacturers the Contractor shall consider first. It is the Contractors responsibility to obtain and submit all BABA compliant certification letters to the City for all material used on this project. A sample letter format is provided in Appendix M for reference. Any materials not on the City’s list will require approval from the City’s Project Manager and a BABA compliant letter. The Contractor shall not order any material for the project, prior to receiving approval from the City. In the event material is ordered in advance and not approved for the project, the Contractor will be responsible for all costs incurred.
During the Submittal period of the contract, the Contractor shall include unit pricing for each material type and include the Contractor’s initial total quantity to be ordered for the entire project. The City will use this information to determine the 5% de minimis waiver for the project. At the conclusion of the project, the Contractor must provide a complete material order summary with costs for the City to finalize the 5% de minimis rate. (See De minimis Costs Waiver FAQ Q2, Q4, & Q5 of Appendix M for exemptions).
It is the Contractor's responsibility to comply with the PHMSA FY23 NGDISM Grant Terms and Conditions, all BABA compliance requirements, including the 5% de minimis waiver.
