About this file

This is a Request for Bids document from Mt. Hood Community College (MHCC) Facilities Department seeking qualified glazer contractors to provide on-call glass services. MHCC intends to select two contractors—a primary and an alternate—to perform glass replacement, mirror replacement, and related services on an as-needed basis. The solicitation requires attendance at a mandatory pre-bid meeting scheduled for June 22, 2023, at 8:00 a.m., with non-attendance resulting in bid rejection. Bid submissions must be completed on the provided spreadsheet and submitted to Doug Schleichert no later than 2:30 p.m. on June 29, 2023. The resulting contract will have a 36-month term commencing July 1, 2023, through July 31, 2026, with the option to renew for two consecutive one-year periods. Award will be made to the bidder offering the best value based on price, experience, and references, with MHCC reserving the right to determine the most responsible bidder.

Contractors must provide non-prevailing wage hourly rates for technicians, journeymen, and apprentices across various time periods, along with material markup percentages and emergency call-out fees. All responding contractors must be Oregon State certified, licensed, bonded glazers in good standing with the Construction Contractors Board. Insurance requirements include commercial general liability coverage of at least $1,000,000 per occurrence, automobile liability insurance of $1,000,000 per occurrence, and workers' compensation coverage as required by law. Contractors must comply with current OSHA standards, meet Oregon State work standards, respond to emergencies within two hours and other requests within 48 hours, and provide a minimum 90-day warranty on services. The solicitation does not specify a contract value, guaranteed purchase quantities, set-aside designations, or incumbent vendor information, operating as a flexible, demand-driven on-call arrangement where MHCC will procure services as facilities maintenance needs arise.
