About this file

This Addendum No. 1 clarifies specifications for the Town of Glastonbury's GL-2027-07 Ground Water Monitoring Analysis contract, which requires bidders to provide groundwater monitoring analysis, collection, sampling, and testing services at two facilities: the Town Bulky Waste Facility at 1145 Tryon Street and the closed Sanitary Landfill at 2340 New London Turnpike. The addendum addresses four key questions regarding monitoring well infrastructure and maintenance responsibilities. Specifically, it clarifies that four monitoring wells contain dedicated tubing for sample collection while others have only open pipes, that no dedicated pumps are present in the wells, that no additional dedicated equipment or materials are installed in the wells, and that the Town will maintain access to all monitoring locations including vegetation management. The contract term runs from July 1, 2026 through June 30, 2027, with optional two-year extensions available at the bidder's discretion. Bids are due July 2, 2026 at 11:00 a.m. EDT via the Town's online e-Procurement portal.

Bidders must acknowledge receipt of this addendum on their bid proposal page to be considered responsive. All pricing must be all-inclusive of mileage, insurance, sample collection, and laboratory analysis, submitted as separate line items for the Transfer Station Monitoring Program, Bulky Waste Monitoring Program, and Annual Summary on an annual basis. Importantly, the addendum clarifies that if a well is not serviceable or dry, analysis costs are not required to be included in the contractor's fees. Bidders must demonstrate a minimum of four years of experience performing similar groundwater monitoring services, maintain comprehensive insurance coverage including Worker's Compensation, Commercial General Liability of $1,000,000/$2,000,000, Automobile Insurance of $1,000,000 per accident, and Umbrella Excess Liability of $1,000,000 per occurrence with the Town named as additional insured. The Town will award the contract to the lowest qualified, responsible, and responsive bidder, with payment due within 30 calendar days of successful completion and report submission.
