About this file

This is a Contractor Accountability Instructions document for Government Furnished Property (GFP) and Government Furnished Equipment (GFE) associated with a Department of the Army solicitation (W912CH-24-R-0121) for JSAM RW MPU-5 components. The document establishes procedures for contractors to receipt, track, and return government-provided materials throughout the contract period.

Contractors must report all GFP/GFE receipts to the Army using MILSTRIP format Demand Releases (DRAs) and submit documentation to usarmy.detroit.tacom.mbx.ilsc-Gvt-Furnished-Property-Team@mail.mil. When returning government property, shipping documents must include a statement identifying the original document number under which assets were received, and return quantities cannot exceed originally received quantities. The document provides three discrepancy reporting procedures: Shipping Type Discrepancies (using DI-MGMT-80503 SF364 submitted via DOD WEBSDR system at https://www2.transactionservices.dla.mil/portal), Transportation Type Discrepancies (using DI-MGMT-80503 SF361 submitted to usarmy.detroit.tacom.mbx.ilsc-transportation@mail.mil for loss or damage claims), and references a Point of Contact mailbox at usarmy.detroit.tacom.mbx.ilsc-tav-c@mail.mil for guidance. This document is a compliance appendix to the firm fixed price RFQ with delivery FOB destination to Blue Grass Army Depot in Richmond, Kentucky, with an offer deadline of June 18, 2026, at 4:30 p.m. local time.

CONTRACTOR ACCOUNTABILITY INSTRUCTIONS

GOVERNMENT FURNISHED PROPERTY/Government Furnished Equipment

All Government Furnished Property (GFP)/Government Furnished Equipment (GFE) should be reported to the Government when receipted by the contractor. Receipt Acknowledgement shall be in the MILSTRIP format of a DRA. Reference Appendix 3.29 of DoD 4000.25-2-M for format. Submit receipts for GFP/GFE to: usarmy.detroit.tacom.mbx.ilsc-Gvt-Furnished-Property-Team@mail.mil, this information will account for GFP/GFE while in the possession of the contractor until they are returned to the Government or its representative.

All shipping documentation accompanying GFP/GFE returned to the Government must have the following statement annotated in the remarks portion of the shipping document: “RETURN FROM GFP/GFE, MARK FOR: (Insert the document number under which the assets were received at the contractor location).” NOTE: The quantity shipped under each document number must not exceed the quantity received under that same document number.

Discrepancies shall be distinguished and reported as one of the following:

(1) Shipping Type Discrepancy: This discrepancy is evident when freight received does not agree with the supply shipping documents. See DI-MGMT-80503, SF364, Report of Shipping (Item) and Packaging Discrepancy. Submit your report through the Department of Defense (DOD) WEBSDR system. If the party who finds the discrepancy is unable to submit the SDR, the COR/Item Manager may input the SDR. Get access to WEBSDR by going to: https://www.transactionservices.dla.mil/daashome/. On the left hand side click “Request User ID and Password”. Follow the prompts and accept the terms. Under the SAR Title heading, scroll down and select WEBSDR. Fill out the form and submit it. Once that is approved (can take a few days) an e-mail will be sent saying to reply with a digitally signed email. An email with login id and password will be provided in a separate email. The best URL to use when accessing if you already have an account:

https://www2.transactionservices.dla.mil/portal. Contact TACOM’s Supply Discrepancy Report (SDR) team mailbox for further guidance if needed: usarmy.detroit.tacom.mbx.ilsc-ami-sdr@mail.mil.

(2) Transportation Type Discrepancy. Reference DI-MGMT-80503, SF361, Transportation Discrepancy Report (TDR). TDRs are created to document the loss or damage to Government Equipment to support the filing of claims against carriers for Government reimbursement. Submit email to: usarmy.detroit.tacom.mbx.ilsc-transportation@mail.mil

(3) Point of Contract for these instructions: usarmy.detroit.tacom.mbx.ilsc-tav-c@mail.mil [End of Clause]
