About this file

The document is a Request for Quotation (RFQ) issued by the Ohio Department of Natural Resources, specifically the Division of Geological Survey, seeking an Uncrewed Surface Vehicle (USV) for hydrographic research on Lake Erie. The USV will be used to collect side scan sonar and single beam echosounder data in very shallow water depths where the research vessel RV Erigan cannot safely operate. The requested USV must be a fully integrated platform with autonomous or remote control navigation, capable of operating in varying Lake Erie conditions, with specific requirements including a maximum length of 48 inches, weight under 50 lbs, 6-hour battery endurance, and a 1 km remote range. The solicitation includes detailed specifications for the USV, integrated equipment (echosounder, side scan sonar, navigation system, GPS), software compatibility, warranty, training, and delivery to the Horace R. Collins Laboratory in Delaware, Ohio.

The contract will be awarded to the lowest responsive and responsible bidder, with preferences applied for Buy American, Buy Ohio, and Veteran-Friendly Business offerings. Bidders must submit proposals through Ohio Buys, and the contract is valid through June 30, 2025. The RFQ requires a comprehensive package including the USV, integrated equipment, software, warranties, packaging, shipping, and one day of in-person training. Invoicing must follow specific guidelines, submitted directly to Financial Shared Services with detailed documentation. The solicitation emphasizes new equipment condition, specific technical capabilities for marine research, and comprehensive support for the geological survey's data collection needs.
