1.0 General
1.1 Background
NGA has a need to monitor and research geolocation estimates and emitter metadata for Signals of Interest with a worldwide subscription to an existing dataset that includes, but is not limited to, China, Russia, and Central to northern South America. NGA requires the capability to easily research vessels of interest and their historic tracks as well as fixed sites, in order to identify illicit activity, such as possible intelligence platforms, trafficking, and sanctions violations. The analytic products and services described in this acquisition will augment NGA’s capability to find, describe, and monitor places and things.
1.2 Objective
The objective is to leverage commercial industry global datasets that utilize automated detection and geolocation estimates techniques for identifying emitter metadata for Signals of Interest to include AIS, EPIRB, Iridium, L-Band Telecom, UHF, VHF, and X-Band
Marine Radar, and space situational awareness radars operating in all bands in order to add value to our analysis in a dynamic, scalable manner. NGA would benefit from utilizing a dataset of this scale and scope, delivered to our analysts and analytic managers as a service.
All work performed under this contract will be UNCLASSIFIED.
1.3 Period of Performance
The period of performance of this contract consists of a base year of 12 months and four
(4) optional 12 month extensions.
1.4 Place of Performance
All work is to be completed off-site, at the Contractor’s location.
2.0 Tasks
2.1 Base Year Task One: Delivery or access to data on geolocation estimates and emitter metadata for Signals of Interest
Contractor shall provide access to geolocation estimates and emitter metadata for Signals of Interest. Ssection 3.2.2 for delivery methods and requirements.
The dataset must include China, Russia, and Central to northern South America.
2.1.1: Metadata, Sourcing, and Documentation:
Vendor shall provide consolidated methodology for how inventory is assessed.
Vendor shall deliver notification and documentation of any updates/changes to the model used to generate data (change date, modifications made, and justifications for changes).
Data must include accuracy and precision error estimates that are easily queried using the vendor’s API or APIs.
2.1.2: Access to data:
Vendor shall demonstrate prior to contract award that they are able to provide at least six months of existing data for the countries listed in section 1.1.
Vendor shall show demonstrated ability to incorporate additions to the remote sensing constellation for increased re-visit rates over time.
Vendor shall provide access to the data must be available on a daily basis via an Application Programming Interface (API).
Vendor shall provide access to any available historic data holdings.
Vendor shall deliver full documentation and inform NGA of API capabilities, parameters, and periodicity of updates, if anticipated.
2.2 Option Year 1 Task One: Geolocation estimates and emitter metadata for Signals of Interest
If exercised, the Contractor shall deliver geolocation estimates and emitter metadata for Signals of Interest, consistent with the requirements in 2.1.
2.3 Option Year 2 Task One: Geolocation estimates and emitter metadata for Signals of Interest
2.4 Option Year 3 Task One: Geolocation estimates and emitter metadata for Signals of Interest
2.5 Option Year 4 Task One: Geolocation estimates and emitter metadata for Signals of Interest
3.0 Delivery or Deliverables
3.1 Delivery Schedule
Delivery dates calculated based on the initial Technical Exchange Meeting (TEM) for
Tasks 1 (section 2.1).
Line Item SOW reference
Description Quantity Delivery Date Acceptance Date
1 2.1 Task 1 Production of Structured Data
Global geolocation estimates and emitter metadata for Signals of Interest of countries
Data will be accessible, upon contract award +3 days
Contract award +16 days.
3.2 Delivery
3.2.1 Acceptance Criteria and Review Timelines
NGA will conduct substantive reviews of a random selection of geolocation estimates and associated emitter metadata deliverables every two months over the course of the contract to identify outliers and data inconsistencies. NGA will present questions, errors, and/or issues to the vendor via email, unclassified ad hoc meeting, or at a regularly scheduled quarterly meeting. The vendor shall have two weeks to provide insight into or verify outliers within the dataset.
Data will be reviewed for the following:
Metadata and attribution o Units for all measurements and conversions. The preferred standard datum is WGS84 unprojected.
o Completeness of global dataset o Precision of measurements o Fidelity of units of measurement (not rounded value or denote/specify the number of significant digits) o Vendor-provided Geolocation estimates: %90 - %95 must be accurate to within 5 – 10 kilometers.
3.2.2 Delivery Methods
Data is to be available via an unclassified API that allows for query and exportable/downloadable in commonly used formats (e.g.: .csv. JSON). Ideally, the data would feed automatically into relevant IC/DOD repositories on both unclassified and classified networks. Alternately, NGA would need structured data (GeoJSON) to load into Arc.
4.0 Meetings
4.1 Technical Exchange Meetings (TEMs)
TEMs will be held on both a regularly scheduled and on an ad hoc basis as NGA evaluate the data and discuss questions and errors to facilitate evaluating the data. NGA meetings may take place at NGA Campus East (NCE), Springfield, VA or NGA Campus West (NCW), Saint Louis, MO; by teleconference; or other unclassified co-working space as determined by the Contracting Officer’s Representative.
4.2 Post-award Kickoff Meeting
Within 10 business days of contract award, the Government will conduct a post-award kickoff meeting at NCE with dial-in from NCW. This TEM shall cover administrative issues and technical questions as necessary for the award.
5.0 Travel and Other Direct Costs (ODCs)
No travel or other direct costs are anticipated for this contract.
6.0 Special Instructions
6.1 Unclassified Work Performance Security Requirements
All work performed under this contract will be UNCLASSIFIED and/or UNCLASSIFIED FOR
OFFICIAL USE ONLY (U//FOUO).
6.2 Information Handling
