REQUEST FOR INFORMATION
Analysis Directorate
1.0 Description and Purpose
The National Geospatial-Intelligence Agency (NGA) in support of the Analysis Directorate is seeking information on how an interested contractor could provide global datasets that identify, characterize, and locate Radio Frequency (RF) emitters to include AIS, EPIRB, Iridium, L- Band Telecom, UHF, VHF, and X-Band Marine Radar. The detection, identification, characterization and geolocation of emitters are required to enrich our analysis in a dynamic, scalable manner. NGA would benefit from a dataset of this scale and scope, delivered to our analysts and analytic managers in a scalable manner, as a service.
The purpose of this Request for Information (RFI) is to gain information on commercial capabilities that meet this requirement, identify sources, and understand methodologies that would be used to meet this requirement. NGA also seeks to understand the drivers of cost for this requirement, and expected cost on a per-observation basis, per KM2 basis (area), or to understand alternate cost structures. This RFI seeks to gain information on the technical feasibility, methodology, and cost of acquiring commercially produced data sets processed on commercial, unclassified infrastructure, and delivered to NGA’s unclassified and classified domains.
THIS IS A RFI ONLY. This RFI is issued solely for information and planning purposes; it does not constitute a Request for Proposal (RFP) or a promise to issue a RFP in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. Further, NGA is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued.
2.0 Background
NGA has an immediate need to discover and monitor emitters of RF energy worldwide, and seeks information on existing capabilities that deliver this data. NGA requires the capability to find and research vessels of interest or other mobile emitters and their historic tracks. In addition, NGA requires the capability to monitor fixed sites related to illicit activity, such as weapon and narcotics trafficking and sanctions violations. These unclassified data sets, produced outside of NGA and independent of NGA-provided data, are expected to augment NGA’s capability to find, describe, and monitor places and things. NGA requests information on the ability of commercial vendors to independently produce unique data providing geolocation estimates and emitter metadata. Please address all of the following in responses to this RFI:
- Ability to detect emitters of interest worldwide on a daily basis (or other period) in a defined geographic area.
- Ability to provide geolocation estimates for emitter worldwide on a daily basis (or other period).
- Ability to provide emitter metadata for Signals of Interest on a daily basis (or other period.
- Ability to provide a broad area search to detect and identify new emitters.
- Ability to provide consolidated methodology for how metadata is assessed.
- Limitation to provide persistent dwell of a specific location.
- Limitation to detect signals in certain frequencies.
- Limitations on accuracy of geolocation estimates for emitter.
- Limitations on emitter metadata provided for Signals of Interest.
- Limitations on ability to detect emitter at specific latitudes.
- Limitations on ability to detect emitter in adverse weather conditions or under cloud cover.
- Limitations specific to a sensor or phenomenology; for example, degree to which geolocation estimates for emitter under triple canopy decrease in accuracy.
- Limitations on area (expressed in KM2) that can be collected on a daily revisit basis.
- Availability of automated techniques or tools including AI/ML-powered capabilities; NGA will not provide training data of any kind.
- Requirement of NGA to provide specific locations to be monitored, format requirements.
- Ability to provide image chips of source data to NGA for verification.
- Median time between acquisition and delivery of detection to NGA.
