About this file
This is a Request for Proposal (RFP) issued by the Genesee Intermediate School District (GISD) on behalf of GenNET, a consortium of 21 local Genesee County school districts and GISD that operates a private fiber optic network spanning over 450 miles and connecting more than 200 buildings throughout the county. GISD seeks bids for server backup storage hardware to replace existing backup infrastructure and increase retention capacity. The project involves establishing a two-site backup environment consisting of servers, JBOD enclosures, and disk drives: one backup landing zone at the GISD Data Center and one long-term retention zone at an offsite location connected via the private fiber network. Item quantities include two rack mount servers (1U preferred), four JBOD storage enclosures (16-bay, 3.5-inch), 60 total 8TB RAID-ready hard drives, one 42U server rack, fiber optic cabling in various configurations, SFP+ transceivers, and associated networking and connectivity components. A non-mandatory pre-bid meeting is scheduled for July 16, 2019 at 11:30 A.M., with bids due July 25, 2019 at 2:00 P.M. Vendors must submit at least one primary bid meeting Section 5 requirements and a completed Attachment B detailing hardware models and quantities.
Pricing should be best and final, inclusive of applicable shipping costs to the GISD address in Flint, Michigan. GISD currently operates two identical 36-bay SuperMicro SuperServers with Windows Server 2012R2, each supporting approximately 101TB of usable storage configured with RAID 60. The new environment will utilize Windows Server 2016 with existing Veeam B&R 9.5 Enterprise Plus backup software, configured with RAID 6 sets and ReFS formatting. GISD assumes responsibility for server operating system installation and Veeam configuration and replication between sites; vendors are responsible only for hardware supply and assembly. Customer expandable commodity storage hardware is preferred and will take precedence in evaluation. GISD reserves the right to accept or reject any or all bids, waive informalities, award to other than the lowest bidder, and serve as the sole determining factor for qualifying bids.

Genesee Intermediate School District
Request for Proposal (RFP) – GenNET Backup Hardware
Due Date: July 25, 2019 at 2:00 P.M.
1 – Organization Overview
Genesee Network for Education Telecommunications (GenNET) is owned by 21 local Genesee
County school districts and the Genesee Intermediate School District (GISD). GenNET owns a private fiber optic network within Genesee County that is made up of over 450 miles of fiber and connects to over 200 buildings. Construction of this network started in 1995 and provides data (including Internet Services), voice, and video to the member districts.
GenNET is requesting bids for server backup storage hardware; servers + JBOD enclosures and disk. There will be a recommended pre-bid meeting on July 16, 2019 at 11:30 A.M. Bids are due and will be opened on July 25, 2019 at 2:00 P.M. Questions regarding the RFP should be submitted in writing to Scott Hartman, GISD Technical Services Supervisor, at shartman@geneseeisd.org.
The District reserves the right to accept or reject any or all bids in whole or in part, or to waive any informalities therein for any reason. If in the GISD’s opinion, it is in their best interest, the contract may be awarded to other than lowest bidder. GISD also reserves the right to be the sole determining factor on what it considers a qualifying bid.
2 – RFP Objective
GISD is looking to obtain backup hardware to replace our existing backup infrastructure and to increase retention capacity. The objective for the new hardware is to build a two-site environment to be utilized by our existing backup software. One site will be a backup landing zone located in the GISD Data Center. The second site will be a long-term retention zone located at an offsite location which is connected to our private fiber network. The second site also requires purchase of a 42U server rack. A single full Veeam backup for us is 90TB.
Installation of new backup server operating systems and reinstallation and configuration of existing licensed Veeam software, Veeam configuration, and replication between sites will be handle by GISD engineers. GISD is looking to only purchase backup hardware consisting of server, storage enclosures, disk drives, cabling, rack, and optional support for each site.
Customer expandable commodity storage hardware is preferable and will take precedence.

3 – Vendor Bid Obligations
Participating vendors must submit at least one primary bid that meets Section 5 proposed requirements as their qualifying bid. Alternate proposals that match objective and storage capacity requirements will be accepted as long as a qualified primary bid is also submitted.
Vendors submitting bids must also submit a completed form Attachment B detailing the hardware models and quantities being proposed to ensure all requested items are included.

o 10Gb LC MM Ethernet adapter o 101TB local Veeam repository
5 – Proposed System Design and System Requirements
GISD’s intention is to build an affordable storage environment at each of the two sites consisting of user installable commodity hardware. Each site will consist of a server matching the hardware specs listed below connected to existing Brocade networking at 10Gb. Storage enclosures will be chained via SAS connection in a cascading architecture. Windows Server 2016 will be installed on the server hardware along with Veeam software. RAID adapter software will be used to configure the attached JBOD storage into RAID 6 sets , formatted with ReFS, which will be provisioned as Veeam scale-out repositories.
Figure 1 Example Configuration
Qualifying bids must meet the following four requirements listed below. Please note, some requested components will be used in conjunction with existing ISD hardware.
Servers are preferred to be fully assembled and certified at the factory. ISD assumes enclosures and drives will need to be installed into drive caddies and enclosures wired to servers on site.
In section 5, parenthesis will be used at various locations for emphasis or further explanation of what the item will be used for to assist with determining compatibility.
All pricing should be best and final, and include applicable shipping cost to:
