About this file

This document is a Questions and Answers (Q&A) file related to a Request for Information (RFI) for Garrison Computers (Project Genesis). The file contains a technical inquiry and government response regarding a specific device requirement: an externally connected PC Card Reader/Writer with one slot, explicitly not supporting SD Cards. HP sought clarification on the device's configuration and potential contract procurement requirements, specifically questioning whether a waiver would be needed to purchase outside the CCS3 contract.

The government response indicates that the PC Card is considered a legacy device, with full specifications available in Section 2 of the Statement of Work (SOW). The government clarified that the technical specifications exceed CCS-3 contract solutions, and Mission Planning is not subject to DAFMAN 17-1203, therefore no waiver is required to purchase the device outside the standard contract framework. The response provides direct answers to HP's technical and procurement questions, demonstrating a collaborative approach to resolving pre-solicitation uncertainties.

Text version

Question Government Response We wanted to find out what the following device is, as it seems to be an older technology device "1 x Externally connected PC Card Reader/Writer, One Slot Notes:

Shall not provide support for SD Cards."

The PC Card is considered a legacy device. For more details about its specifications and usage, please refer to Section 2 of the Statement of Work (SOW).

HP is unable to assist with pricing and is requesting further clarification.

HP would like to know: “Looking at the specs in the draft this is the CCS3 configuration. Are they going to get a waiver to buy them outside of the CCS3 contract?”

The specifications outlined in the Statement of Work (SOW) surpass those offered by any CCS-3 solution.

Additionally, Mission Planning does not fall under the guidance of DAFMAN 17-1203, and as a result Mission Planning does not require a waiver to make purchases outside of the CCS-3 contract.
