About this file

This Request for Information (RFI) is issued by the Department of the Air Force's Airspace Mission Planning Division for the Mission Planning Garrison Computer (Project: Genesis, FY26-4) procurement. The Air Force intends to purchase between 122 and 1,400 specialized laptop computers for mission planning purposes, with strict technical requirements including prohibition of wireless communication, built-in microphones, and cameras. The laptops will be used in austere ground environments and require a four-year unified warranty.

Potential contractors must submit an 8-page white paper response by 4:00 PM Eastern Time on Monday, 4 August 2025, addressing administrative details, ability to meet requirements, and delivery capabilities. The RFI seeks information on contractors' ability to meet specific delivery timelines, including 35 days for evaluation articles, 45 days for early production items, 60 days for first article, and 100 days for end items after first article acceptance. The anticipated North American Industry Classification System (NAICS) code is 334111, and contractors are encouraged to provide candid feedback on technical specifications, potential cost reductions, and performance improvements.

1. SCOPE

The US Air Force Mission Planning Systems (MPS) is a collaborative Department of Defense (DoD) program that leverages technical solutions and practices for all DoD aerial platforms. MPS enables mission planners to create a flight plan based on multiple inputs including threats, targets, terrain, weather, aircraft performance capability, configuration, and other factors. The planner/aviator utilizes appropriate computing devices to accomplish the mission.

The Government intends to purchase as few as 122 but as many as 1,400 laptop computers. These laptops are used on the ground in austere environments sheltered from inclement weather and will have access to basic heating and air conditioning. The form and fit of this completed unit will consist of a mobile workstation with required peripherals. Items are strictly prohibited from being equipped with built-in wireless communication (e.g. WiFi, Bluetooth), built-in microphones, and cameras. All items purchased shall require a unified tailored warranty with a term of four years. During the warranty period the government shall not allow the return of any component with the capability to store user data. See attached Statement of Work (SOW) for the technical requirements for this effort.

The Mission Planning Program utilizes a common PC Benchmark Software Tool called Performance TEST, manufactured by PassMark Software to assess system performance. This tool performs standardized tests and provides a report or score to associate the potential performance of the hardware being evaluated. The attached SOW provides minimum PassMark scores that are currently under consideration by the Government. The Air Force assesses system performance using PassMark Performance Test during a hands-on hardware evaluation as part of the quote process.

Product Evaluation Prior to contract award, the Government will require contractors to submit as many as FIVE systems for product evaluation. The primary purpose of the evaluation is to ensure that offered configurations are compatible with Government developed software. Only the winning contractors’ evaluation articles will be retained by the Government and paid for, all others will be shipped back to contractors.

2. RESPONSES

This RFI will be cross posted to multiple GPEs. Contractors are not permitted to provide more than one response.

Contractors are strongly encouraged to offer candid feedback, as it plays a crucial role in the Government assessing the practicality of the requirements, both in terms of timeline and technical specifications.
