About this file

This document is a General Instructions PDF for a Request for Proposal (RFP) issued by the City of Oklahoma City, its Municipal Facilities Authority (OCMFA), and the Oklahoma City Post-Employment Benefits Trust (OPEBT). The document provides detailed instructions for proposers submitting electronic bids for a dental program. Proposers must submit their proposals through an Electronic Bidding System by the deadline specified in the Notice to Proposers, with all documents uploaded in PDF format. The system does not allow proposals to be submitted after the deadline, and potential proposers are recommended to register and familiarize themselves with the electronic platform in advance.

The instructions outline key submission requirements, including the need for clear, legible handwritten documents, provisions for submitting exceptions, and guidelines for describing goods or services. Proposers are encouraged to provide comprehensive details about proposed alternatives, including manufacturer specifications and performance equivalence. The document emphasizes that while brand names may be used as reference points, they do not restrict proposers to specific brands. Proposers must upload all required documents, including a potential "Exceptions" document, and may need to provide a Letter of Authorization if not statutorily authorized to bind the proposal. There is no cost associated with registering or submitting an electronic proposal to the contracting entity.
