I. Introduction

Genesee Community College (GCC or the College) seeks proposals (the Proposal) from qualified contractors (the Proposer) who can provide Audio-Visual hardware procurement, installation, and configuration in ONE (1) GCC classroom, during Summer 2025.

The goal of this Request for Proposal is to locate a source that best meets the College’s Audio-Visual presentation and video conferencing needs with a primary goal of removing and disposing of the current AV system components and specifying, procuring, installing, and configuring a new AV system. While price is a significant factor, other criteria will form the basis of our award decision, as more fully described in Section IV, Criteria for Selection.

II. Profile of the College

A. Overview

Genesee Community College was founded in 1966 as part of the State University of New York (SUNY) system under chapter 126 of the New York State Education Law. It is a two-year college located north of the City of Batavia and sponsored by the County of Genesee. Guiding the College through all endeavors through the years is the continuous dedication to meeting the changing needs of students and the community.

B. Current Environment

Room SoN204 is one of three nursing laboratory classrooms, where students receive instruction and demonstrate their knowledge and skills using resources like patient simulators and patient care instruments and tools. The core components of the current AV equipment are over 8 years old. Some components have failed while others do not have connections or capabilities required in contemporary AV systems.is Describe the current environment or conditions that led to this RFP. Include references and hyperlinks where appropriate, as this document will be shared electronically.

III. Objectives, Scope, and Deliverables

A. Objectives and Scope:

The College is looking for a vendor that possesses the knowledge, skills, experience, and qualifications to:

• Specify, price, and visually depict commercial/professional grade components to create an AV presentation system

• Remove and dispose of old/current AV system hardware, cabling, and associated accessories

• Install and configure new system components in accordance with federal, state, local, and GCC safety and code regulations

• Prepare a spreadsheet of all AV system components, including manufacturer, model name/number, serial number, and GCC asset sticker number. GCC will provide vendor with asset stickers to affix during the installation process

B. Deliverables

The selected Proposer will be expected to provide the following deliverables:

1. Remove and set aside old/current AV hardware, cabling, related components, and packaging for department review (a cart can be provided for ease of movement). Keep work site (and staging area, if needed) neat, and free from dangling/exposed/live boxes, hardware, and cabling at the end of each work day and at the end of the project.

2. Specify only commercial/professional grade components in new condition to create an integrated AV presentation system. Provide a visual depiction of the proposed new components, cabling, and required ancillaries to create this system. For purchasing, vendors on New York State contract are preferred. At the minimum, the system must include:

a. Flush mounted ceiling speakers (6)

b. Interactive laser Epson projector (UST wall-mounted)

c. Da-Lite IDEA Screen Whiteboard for Projection and Dry-Erase

d. Dell P2424HT Touch-Screen ability for interaction and writing

e. Presentation control system with 7” touch-screen control (most other GCC rooms have Crestron):

i. This system will utilize three inputs: One HDMI Port from the GCC-Managed Dell PC, One HDMI cord available for BYOD use, and wireless connection to cast from Microsoft Windows tablets, preferably with additional Apple tablet compatibility. HDMI BYOD cable must be secured so that

Genesee Community College RFP #2025-646-01GB Page 3 it does not interrupt the presentation area when not in use and is easy to locate and reach when needed.

ii. This system will use a GUI matching other touchscreens on campus, with mind to uniform controls and accessibility. We can supply a Crestron Vision Tools File containing the current touchscreen layout and can discuss minor changes to ensure compliance.

iii. This system will allow for future expansion, including possible USB/NDI camera(s).

iv. Program the Presentation Control System to complete typical presenting functions, including but not limited to turning on all devices, turning off all devices, and switching between input sources. System should easily allow the use of a backup solution in the case of Presentation Control System failure, such as HDMI Extension and manufacturer remote

f. AV compatible managed network switch, with PoE capability and remote management available.

g. DSP for audio input from all sources to display, whether included in Presentation Control System or separate. Our current systems use Biamp Tesira rack-mounted DSPs.

h. AV wall-plate, cabling, raceway. An appropriate AV wall-plate to serve as the termination/joining point for all cabling running from hardware in the AV cabinet/instructor station, up through the wall, to hardware in or near the interstitial space/above ceiling tiles (e.g., scaler, speakers, projector).

Appropriate size surface-mounted cable raceway to hide all cabling that would otherwise be exposed.

Mesh “umbilical cord” for organizing all cables running from the AV cabinet/instructor station to the wall plate. Only Velcro strips are permitted for cable management- no plastic zip ties. All cabling will be commercial grade and rated for the location(s) where it will run/reside (e.g., wall, interstitial space). All cabling and hardware residing in the interstitial space will be safely mounted and/or run through “j” hooks or similar devices in order to avoid any contact with the ceiling grid and any air handlers, fire safety devices, or other existing hardware, cabling, infrastructure.

i. GCC Project Manager will provide Vendor with GCC asset stickers/tags. Vendor will affix tags to components, during the installation process, as designated by the GCC Project Manager.

j. Vendor will work with Project Manager and ITS to determine a range of IP addresses to assign to applicable AV components. Vendor will prepare and provide ITS/Project Manager with an electronic file containing the MAC/Static IP table of all new and/or changed components for network security and management purposes, including GCC Asset Tag Number, Location in Room, IP Address, and MAC Address.

k. Vendor will prepare and provide ITS/Project Manager an electronic file of a spreadsheet containing a list of all new project components identified for installation during the Day 1 on-site meeting, including asset manufacturer, model name and number, serial number, assigned IP address, and GCC asset tag number.

IV. Contract Terms

The selected vendor and GCC will enter into a contract for services and installation in the timeframe specified in this RFP, signed by individuals who are authorized by their respective organization to enter into legal agreements.

Vendor will offer and specify, in writing, terms of all applicable manufacturer warranties as well as any warranties, service agreements, and/or guarantees provided by the vendor and included at no additional charge. The vendor also will itemize, in writing, any optional warranties, services agreements, and/or guarantees available through a manufacturer and/or the vendor, for 1-year and 2-year terms. GCC is under no obligation to purchase any optional service but wants the keep the options open.

Genesee Community College RFP #2025-646-01GB Page 4

Regardless of warranty length, all devices must have long term support available at the time of installation, and configuration of networked devices must follow security guidelines from ITS and SUNY.

Vendor will follow all federal, state, and local building and safety codes, including GCC’s AV installation guidelines.

This includes proper mounting of hardware and cabling in interstitial spaces. No zip or plastic ties will be used in any aspect of the job, only Velcro. Only commercial grade UL approved surge protectors may be used—no extension cords—so long as they are rated for the intended electrical load.

The successful Proposer hereby agrees to indemnify and save harmless the College, its agents, employees, and/or representatives, from any or all liability, damage, costs, or expense which may be incurred or sustained due to any injuries, including death, to any person or persons whomsoever, or property whatsoever, arising out of or in connection with the terms of executing this contract.

It is expressly understood and agreed that the successful Proposer assumes entire responsibility for the safety of its property, employees/representatives and agents, while on the premises or in connection with this RFP process or with carrying out the terms any subsequent contract.

No Proposer to whom this contract is granted or awarded shall assign, transfer, convey, subcontract, or otherwise dispose of all or part of said contract, or of his/her/their right, title, and interest herein, including the performance of this contract or the right to receive monies due, or to become due, or of his/her/their power to execute this without the proper written consent of Genesee Community College.

The Proposer agrees to pay in accordance with New York State Labor Law and New York State Schedule of Labor Rates. It will conduct its business in strict compliance with County Law, New York State Labor Laws, Federal OSHA Laws, and all other laws that apply. Labor rates as required by New York State Department of Labor shall be provided prior to the start of any work in compliance with this document.

Warranties and manufacturer terms and conditions should be included in the proposal.

Contract may be cancelled by Genesee Community College or the Proposer with 30 days’ notice, with written justification.

Attachment 5: NYS Finance Law Forms A & B New York State Finance Law §§139-j and 139-k FORM A

Summary: Policy and Procedure of the State University of New York

State Finance Law §§139-j and 139-k, enacted by Ch. 1 L. 2005, as amended by Ch. 596 L. 2005, effective January 1, 2006, regulate lobbying on government procurement, including procurements by State University to obtain commodities and services and to undertake real estate transactions.

Generally, the law restricts communications between a potential vendor or a person acting on behalf of the vendor, including its lobbyist, to communications with the officers and employees of the procuring agency designated in each solicitation to receive such communications. Further, the law prohibits a communication (a “Contact”) which a reasonable person would infer as an attempt to unduly influence the award, denial or amendment of a contract. These restrictions apply to each contract in excess of $15,000 during the “restricted period” (the time commencing with the earliest written notice of the proposed procurement and ending with the later of approval of the final contract by the agency, or, if applicable, the State Comptroller). The agency must record all Contacts, and, generally, must deny an award of contract to a vendor involved in a knowing and willful Contact. Each agency must develop guidelines and procedures regarding Contacts and procedures for the reporting and investigation of Contacts. The agency’s procurement record must demonstrate compliance with these new requirements.

Accordingly, neither a potential vendor nor a person acting on behalf of the vendor should contact any individual at State University other than the person designated in this solicitation as State University’s Designated Contact, nor attempt to unduly influence award of the contract. State University will make a record of all Contacts, and such records of Contact will become part of the procurement record for this solicitation. A determination that a vendor or a person acting on behalf of the vendor has made intentionally a Contact or provided inaccurate or incomplete information as to its past compliance with State Finance Law §§139-j and 139-k is likely to result in denial of the award of contract under this solicitation. Additional sanctions may apply.
