About this file
This is an email correspondence between GCAP Services, Inc. and the City of Santa Monica regarding prevailing wage compliance for a towing and roadside services procurement. The City of Santa Monica is seeking bids for a five-year, firm-fixed contract to provide comprehensive towing and roadside services for light, medium, and heavy-duty vehicles and components. Services include towing to various locations within Santa Monica and to external vendors, roadside assistance such as tire changes and battery jumps, spill containment and cleanup, maintenance of a minimum inventory of wheels on rims for emergency field replacement, and impound towing services for the Police Department. The vendor questions deadline is February 10, 2026, at 3:00 p.m. Pacific Time, with bid submissions due electronically through the City's OpenGov vendor portal by February 26, 2026, at 3:00 p.m. Pacific Time. The contract term is five years with an estimated annual spend of $300,000, totaling $1,500,000 over the contract period.
Prospective bidders must possess valid California vehicle code towing certifications, valid spill containment and cleanup certifications, and demonstrate a minimum of two years of relevant experience. Award will be made based on evaluation criteria including price, quality of services, bidder capacity and skill, ability to perform promptly, financial resources sufficiency, character and integrity, and future maintenance capability. The contract may be subject to the City's Living Wage Ordinance if services exceed $54,200, requiring a minimum wage of $20.32 per hour for covered employees. However, based on the email correspondence with Kim Morales, Labor Compliance Supervisor at GCAP Services, prevailing wage requirements do not apply to this towing services contract. Successful bidders must maintain Commercial General Liability insurance of at least $1,000,000 per occurrence, Automobile Liability insurance of at least $1,000,000 per accident, and Workers' Compensation coverage per California statutory limits, with the City named as an additional insured. Bidders must furnish a Payment Bond equal to 100 percent of the proposal amount and submit a non-collusion declaration, certification of compliance, and other required forms. No set-aside designations for disadvantaged enterprises, incumbent vendor, or existing technology integration requirements are specified.
