Statement of Need

Installation Base Entry Point Cameras

McConnell AFB, Kansas

1. Overview

1.1. The 22 SFS requires eleven (11) Axis P3265-LVE or equal for use at the 3 Installation Entry Control Points (Gate 1/Building 172, Gate 2/Building 63, Gate 3/Building 2086) at McConnell AFB.

2. Description

2.1. The cameras must be fixed cameras Axis P3265-LVE or equal from Non-Nuclear Configuration Management Database (CMD) Equipment Approval. Cameras must have the following features:

• 1/2.8” progressive scan RGB CMOS, Varifocal, 3.4–8.9 mm, F1.8 Horizontal field of view: 100°- 36° Vertical field of view: 53°-20° Minimum focus distance: 50 cm (20 in), 1920x1080 to 160x9, 25/30 fps with power line frequency 50/60Hz, Minimum illumination With Forensic WDR and Lightfinder 2.0: Color: 0.1 lux at 50 IRE, F1.8/F1.6 ( 9 mm/22 mm) B/W: 0 lux at 50 IRE, F1.8/F1.6 ( 9 mm/22 mm), Pan ±180°, tilt ±75°, rotation ±175°, Two-way, full duplex

2.2. Cameras will be connected via CAT 6 LAN Cable to the base network.

2.3. 22 SFS will provide Internet Protocol connectivity and connect via LAN to the Axis Video Management System (AVMS) in Building 1115 Room #139 / Base Defense Operations Center, alternate monitoring station in Building 1115 Room #165 / NCOIC, Electronic Security Systems office and Building 51 Room #114 / Alternate BDOC.

2.4. All cameras must have junction boxes with electric and camera cables ran to each location.

2.5. All electrical components, devices, and accessories will be listed and labeled as defined in NFPA 70, Article 100, by a testing agency acceptable to authorities having jurisdiction, and marked for intended use. All equipment shall be U.L. labeled. Comply with any applicable building code, local ordinances and regulations, and requirements of authorities having jurisdiction.

2.6. Delivery and installation costs must be provided.

2.7. The contractor/installer shall provide all necessary personnel, materials, equipment, transportation or any other items and services necessary to install the safes in Gate 1, Gate 2 and Gate 3.

2.8. SPECIFICS

2.8.1. GATE 1 Camera Locations (See Attachment #1)

a. Camera #1 will be affixed to ID Check Station #1

b. Camera #2 will be affixed to ID Check Station #2

c. Camera #3 will be affixed to ID Check Station #3

d. Camera #4 will be affixed to ID Check Station #4

e. Camera #5 will be affixed to ID Check Station #5

f. Camera #6 will be affixed to ID Check Station #6

2.8.2. Gate 2 Camera Locations (See Attachment #2)

a. Camera #1 will be affixed to ID Check Station #1

b. Camera #2 will be affixed to ID Check Station #2

c. Camera #3 will be affixed to ID Check Station #3

d. Camera #4 will be affixed to ID Check Station #4

2.8.3. Gate 3 Camera Location (See Attachment #3)

a. Camera will be affixed to Gate Shack

3. Warranty

3.1 The Contractor shall pass on all commercial warranties to the government. A copy of each warranty shall be furnished to the Contracting Office no later than the date of the final inspection

4. Delivery

4.1 The Contractor will deliver all requested items and complete the requested installation services by 30 Days after the receipt of order.
