About this file

This is a project manual for the Garner MW Building, a new Mechanical and Wash Bay facility located at 280 Highway 18E in Garner, Iowa, prepared by the Iowa Department of Transportation. The project involves construction of a 4,960 square foot maintenance facility featuring a mechanic's bay, wash bay, storage, and office space with a pre-cast concrete wall panel structure, metal deck roof, EPDM roofing, complete HVAC, plumbing, and electrical systems. The contract is structured as a single prime contract based on stipulated price, with the work proceeding through a comprehensive commissioning process including prefunctional checklists, functional testing, and operator training. The project manual provides detailed specifications across 31 divisions covering site work, structural concrete, masonry, metals, thermal and moisture protection, openings, finishes, specialties, plumbing, HVAC, electrical, communications, earthwork, and exterior improvements. Substantial Completion is anticipated following the execution of all specified testing and demonstration requirements, with operations and maintenance data, warranties, and training documentation required at closeout.

The project pricing is established through a stipulated sum contract with unit prices specified for select items, subject to modification through formal change order procedures limited to maximum 15% markup between subcontractor and general contractor combined. Applications for progress payments follow AIA G702/G703 forms submitted monthly on a 30-day cycle, with Schedule of Values required within 15 days of Notice to Proceed. The Iowa Department of Transportation will employ a Commissioning Authority and independent testing agencies for verification of work quality and system performance, with all testing costs borne by the Owner. The contractor is responsible for providing all temporary facilities, erosion and sediment control measures with 100% performance bonding, and comprehensive waste management with documented recycling and salvage reporting. Maintenance service of one year minimum or the length of specified warranty, whichever is longer, is required from the contractor, along with furnishing spare parts and maintenance materials at project closeout.

B. Whenever possible, request clarifications at the next appropriate project progress meeting, with response entered into meeting minutes, rendering unnecessary the issuance of a formal RFI.

C. Preparation: Prepare an RFI immediately upon discovery of a need for interpretation of Contract Documents. Failure to submit a RFI in a timely manner is not a legitimate cause for claiming additional costs or delays in execution of the work.

d. Different methods of performing work than those indicated in the Contract Drawings and Specifications (comply with provisions of the Conditions of the Contract).

E. Responses: Content of answered RFIs will not constitute in any manner a directive or authorization to perform extra work or delay the project. If in Contractor's belief it is likely to lead to a change to Contract Sum or Contract Time, promptly issue a notice to this effect, and follow up with an appropriate Change Order request to Owner.
