Questions raised during site visit, 23 June 2015 Hawaiian Volcano Observatory IT Consolidation Project

1. What is to be done with the Cheetah control panel upon removal?

The Cheetah control panel that controls the existing chemical agent system in room #133 is to be disposed properly by the contractor.

2. Will NPS or USGS require vehicle inspections regarding the coqui, weed, and ant protocols?

NPS requires contractor vehicles to be inspected and cleaned by the contractor before entering the Park according to the protocols provided; there are updated protocols for weeds, coquis, and ants, see new attachment. NPS will not require inspections, however. The HVO COR may request an inspection per the ant protocol (testing with peanut butter for 30 minutes) when at the HVO site and may require a vehicle(s) be driven out of the Park for cleaning if excessive mud, coqui frogs, or ants are seen or heard on contractor vehicles.

3. If a contractor wants to request an additional site visit, what is the process to follow to make the request?

Additional site visits can be requested through the COR, Steven Brantley, (808) 967-8824, srbrant@usgs.gov. Such visits must be scheduled before Friday, July 10, 2015.

4. In room B9, can the existing access holes in the concrete foundation to room 133 be used to run electrical lines as needed to meet the drawing specifications?

Yes.

5. In room B9, in the west wall that is to be demolished, what to do with the outlet and light switch?

Install light switch inside new door location as per building code. If needed to meet code, install new outlet in firewall to maintain proper distance between power outlets.

6. For new single door in room B9, does it swing in or out?

See drawing A101, Basement Remodel Plan. The door swings into room area.

7. In room B9, what is configuration of sprinkler heads and what is the tape covering on top of the sprinkler riser?

See drawing F001, Fire Protection Basement Demo Plan, for location of existing sprinkler heads (note: the sprinklers will be left in place NOT demolished). The tape on the top risers covers sprinkler heads.

8. What is the expected power outage for the power transfer?

It is hoped that power interruption can be minimized to less than 10 hours, hopefully less than a few hours. Contractor must work with the COR at HVO to develop a detailed schedule of electrical installations and transfers so that HVO can migrate (1) first, network systems and cables; and (2) second, blade server chassis from room 133 to room B9.

9. How is this contract characterized?

This is a construction contract subject to the Construction Wage Requirements Statute (prevailing wage, formerly Davis-Bacon Act). The applicable product/service code is Z2AA, “repair or alteration of office buildings.” The applicable NAICS code is 236220, “commercial and institutional building construction,” size standard $36.5M. This acquisition is reserved exclusively for participation by small business concerns and there is no incumbent contractor.

10. How many circuits are planned for the 2 new breaker panels?

See drawing E002. Panel UP4 has 25 breakers; Panel UP3 has 8 breakers. Breakers range from 20 amp to 30 amp.

11. Can Requests for Information (RFI) be submitted for specific questions? What is the latest date for submitting a RFI?

We will not accept any questions later than Friday, July 17, 2015. All questions should be submitted directly to the Contracting Officer at jcaravelli@usgs.gov.

12. Are there as-built drawings for the fire suppression system and HVAC system? Can they be viewed during a subsequent site visit?

Yes to both questions.

13. Who is the Authority Having Jurisdiction (AHJ) for the facility?

Hawaii Volcanoes National Park (HAVO) is the AHJ. All approvals by HAVO for remodel work and design are coordinated by the USGS COR onsite, Steven Brantley. The CTA drawings provided have HAVO approval.

14. What NCET level is required for engineering certification for the fire suppression (sprinkler) system modification design?

See Project Manual, Fire Sprinkler System 211313-4, section J.: “Prepare detailed working plans that are signed by a NICET Level IV Sprinkler Technician or a Registered Professional Engineer practicing in the field of Fire Protection Engineering.”

15. Will there be room for a 20 ft. contractor trailer onsite to facilitate construction storage and work?

Yes, HVO can make space available for a limited time in the HVO parking lot for a small trailer. Other work vehicles, however, will need to be parked in the public parking area unless needed for work on a temporary basis.
