Statement of Work UPS Power Distribution, AC, and Fire Suppression:

Facility Modification for IT Consolidation USGS Hawaiian Volcano Observatory

Project summary

The Hawaiian Volcano Observatory (HVO) has consolidated its computer and network infrastructure in the past few years. This consolidation has significantly reduced the space, cooling, and power needs of the IT systems that support the observatory’s volcano monitoring and research mission. In the foreseeable future, only 2 server-sized racks are needed to support the IT network and server hardware for mission-critical data acquisition, processing, and storage.

This reduction allows for a further consolidation of the IT and communication infrastructure into the UPS and communications room (B-9) located in the basement, which will reduce HVO’s energy consumption through more energy-efficient Power Distribution Unit and reduced AC requirements. The consolidation will allow for a re-purposing of the existing computer room (133) to a conference room and the existing conference room (#136) into offices.

CTA Architects Engineers prepared construction drawings and a project manual to modify rooms #133 and #B9 (electrical, fire suppression and firewall, and air conditioning and ventilation) to enable relocation of the IT data acquisition and processing servers, network routers, and a power distribution unit into B9. This statement of work, however, limits the scope of work represented by the CTA drawings. Tasks to be performed are described below with references to the drawings; tasks not to be performed are also indicated below.

Brief description of main tasks

This project includes the following main tasks:

1. Electrical

Remove existing power distribution unit in room #133, install 100-amp breaker panels in room #B9 and the storage room adjacent to room #133, and move existing circuits from the PDU and add new circuits to each panel as specified in drawings.

2. Ceiling & lighting demolition & replacement

In room #133, remove existing suspended ceiling, relocate existing light fixtures, and install new suspended ceiling grid and acoustic tiles. The suspended ceiling in room B9 will be removed by USGS.

3. Construction of 1-hour rated firewall in room #B9

A new firewall in B9 requires demolition of existing doors and part of one wall to allow installation of 2 new interior walls that extend to the ceiling and new doors and frames. A dust-abatement poly sheet wall and a continuous vacuum system during finishing of the gypsum board are required to protect the central UPS unit and telecommunications equipment.

4. Modification of fire-alarm and suppression systems in room #133 and B9

a. Remove HFC-125 clean agent fire suppression system (including control panel, piping, alarms, shut-off controls) in room #133, and properly dispose of agent and tank.

b. Move fire alarm control panel from room #133 into adjacent storage room.

c. Install new pendant sprinklers from existing pipe above ceiling in room #133.

d. In room B9, leave existing sprinkler system in place, reconfiguring heads because suspended ceiling will be removed; no clean-agent system will be installed in this room.

e. Drawings for sprinklers are conceptual only; contractor is responsible for providing certified detailed working plans and as-built drawings.

5. Modify heating, ventilation, and cooling systems in room #133.

a. Reinstall central HVAC system components in room #133, including VAV air terminal unit on premises, air supply and return ducts, hot-water piping and valves, and reconnection of thermostat to VAV terminal. The original VAV unit and vent grilles are located at the observatory.

Note: no changes will be made to the existing cooling systems in room #B9. The new air-conditioning system identified in the drawings will not be installed at this time.

Site location and contacts; general requirements

1. The location of the work site is the U.S. Geological Survey Hawaiian Volcano Observatory located within the Hawaii Volcanoes National Park, Hawaii Island. Onsite storage of equipment and materials is extremely limited; contractor shall be prepared to provide storage onsite and/or adjacent to the HVO warehouse, located about 3 miles from the observatory.

2. Work shall take place during normal business hours, 7:00 a.m. to 5:00 p.m., Monday through Friday, unless approved otherwise by the on-site representative.

3. The on-site representative, or Point of Contact, is Steven Brantley (work tel. 808-967-8827; cell 808-937-8470).

4. The contractor must abide the potential closures by Hawaii Volcanoes National Park of the Jaggar Museum to public access because of high sulfur dioxide gas concentrations exceeding 3 parts per million (ppm). The contractor must cease work and depart the work site when public access is closed. For information on the ppm levels set by Hawaii Volcanoes National Park, see http://www.nature.nps.gov/air/webcams/parks/havoso2alert/havoalert.cfm.

5. The contractor shall follow sanitation protocols for vehicles, equipment, material, and personnel to avoid introduction of invasive weeds, ants, and coqui frogs. See attached protocols.

6. The contractor shall submit “as-built” drawings at the conclusion of the project if any changes are made to the original CTA design drawings.

7. All work shall meet or exceed local building codes.

8. All electrical circuits involved with this installation shall be labeled. Panels installed as part of the installation shall be clearly labeled.

9. The contractor may use utility services and toilet facilities in the building; however, the USGS makes no representation that such services/facilities are adequate. The contractor shall be prepared to provide his own utilities and toilet facilities at no additional cost to the USGS should that prove necessary.
