PR 0040212738 – Presolicitation notice Construction - IT consolidation at the U.S. Geological Survey’s (USGS) Hawaiian Volcano Observatory (HVO) The Hawaiian Volcano Observatory (HVO) has consolidated its computer and network infrastructure in the past few years. This consolidation has significantly reduced the space, cooling, and power needs of the IT systems that support the observatory’s volcano monitoring and research mission. In the foreseeable future, only two (2) server-sized racks are needed to support the IT network and server hardware for mission-critical data acquisition, processing, and storage. This reduction allows for a further consolidation of the IT and communication infrastructure into the UPS and communications room (B-9) located in the basement, which will reduce HVO’s energy consumption through more energy-efficient Power Distribution Unit and reduced AC requirements. The consolidation will allow for a re-purposing of the existing computer room (133) into a conference room and the existing conference room (136) into offices.
CTA Architects Engineers has prepared a full specifications and drawings package for this project. Due to budget constraints, USGS is only proceeding with a portion of the full design. All relevant project documents will be made available electronically to interested parties at no charge with the Invitation for Bids (IFB). Tentatively, we expect the IFB to be available approximately 06/08/2015 and be open for a minimum of thirty (30) days, but likely closer to forty-five (45). A site visit opportunity will be provided during the open period, and prospective contractors are urged and expected to inspect the site where work will be performed. http://hvo.wr.usgs.gov/observatory/HVO_directions.html. The period of performance is expected to be approximately thirty (30) days from issuance of the notice to proceed. The estimated magnitude of this project is between $100,000.00 and $250,000.00. The Construction Wage Requirements Statute (prevailing wage, formerly Davis-Bacon Act) will apply. We intend to award a firm-fixed price contract in accordance with the procedures of Federal Acquisition Regulation (FAR) Parts 14 (sealed bidding) and 36 (construction and architect-engineer contracts.)
The applicable product/service code is Z2AA, “repair or alteration of office buildings.” The applicable NAICS code is 236220, “commercial and institutional building construction,” size standard $36.5M. This acquisition is reserved exclusively for participation by small business concerns and there is no incumbent contractor.
Prospective contractors must hold an appropriate contractor’s license in the State of Hawaii at the time bids are due to be considered for this project; this is a definitive responsibility criterion. Prospective contractors who are not licensed will be considered not responsible. Prospective contractors must submit evidence of current licensure with their bids or the bid will be considered not responsive. Additionally, all subcontracted trades must be appropriately licensed; e.g. a subcontracted plumber must have a C-37 license. A bid bond, performance bond, and payment bond will be required.
