About this file
This is a Certification for Disclosure of Lobbying Activities document issued by the State of Florida Department of Transportation for use on federal-aid contracts. The document establishes compliance requirements with 49 CFR Section 20.100(b) and applies to the Construction Engineering Inspection (CEI) Services project for Lanier Drive in Escambia County, Florida (FPN: 444222-2-68-01). The project involves inspection services for a Safe Routes to School sidewalk initiative spanning approximately 1,765 linear feet from Toni Street to SR 742 Creighton Road. A pre-solicitation meeting is scheduled for August 20, 2025, with Letters of Interest and proposals due by September 22, 2025, at 10:30 a.m. The estimated project duration is 150 days, beginning approximately November 15, 2025, and concluding April 14, 2026. All meetings will be conducted virtually via Microsoft Teams.
The certification requires prospective participants to certify that no federal appropriated funds have been or will be paid to influence federal officials or Members of Congress in connection with the contract award. If non-federal funds are used for lobbying purposes, the participant must complete and submit Standard Form LLL, "Disclosure of Lobbying Activities." The document mandates that all subrecipients and subcontractors, including those with subcontracts exceeding $100,000, must include this certification language in their award documents and certify accordingly. Failure to submit the required certification subjects violators to civil penalties ranging from $10,000 to $100,000 for each failure. The certification serves as a material representation of fact and a prerequisite for contract transaction entry under Section 1352, Title 31, U.S. Code.
