About this file
The document is a Certification for Disclosure of Lobbying Activities form from the Florida Department of Transportation, which requires participants in federal-aid contracts to disclose any lobbying activities and certify that no federal appropriated funds have been used to influence government officials. The related state and local contract opportunity is a solicitation by Escambia County for Construction Engineering Inspection (CEI) Services for a Local Agency Program (LAP) project on Lanier Drive, spanning approximately 1,765 linear feet from Toni Street to SR 742 Creighton Road. The project is a Safe Routes to School (SRTS) sidewalk initiative with Federal Project Number 444222-2-68-01. Proposals are due by September 22, 2025, at 10:30 am, with a pre-solicitation meeting scheduled for August 20, 2025. The anticipated project duration is 150 days, from approximately November 15, 2025, to April 14, 2026.
The solicitation requires firms to be pre-qualified with the Florida Department of Transportation in Roadway Construction Engineering and Inspection. Proposals will be evaluated across four criteria: experience and qualifications (20 points), similar project experience (25 points), availability and workload (20 points), and project approach (35 points). The county strongly encourages participation from small businesses, minority/women-owned businesses, and disadvantaged business enterprises (DBEs), with no discrimination based on race, color, religion, national origin, disability, sex, or age. Vendors must comply with multiple federal regulations, including Buy America requirements, Davis-Bacon wage standards, E-Verify employment verification, and environmental protection laws. All meetings will be conducted virtually through Microsoft Teams, and specifications are available for download from the Escambia County website.
