Summary of Notice of Intended Decision for Paving and Striping Services
This is a Notice of Intended Decision issued by the Purchasing Department of the School Board of Citrus County, Florida, announcing the recommended award for Invitation to Bid (ITB) 2026-19-ITB for Paving and Striping Services. The School Board seeks comprehensive district-wide paving and striping services on an as-needed basis, including pavement seal coating, pavement overlay, new pavement installation, milling of asphalt, line striping, and parking lot markings. The estimated annual scope includes 4,000 square yards of seal coating, 100 tons and 1,000 tons of pavement overlay at different thresholds, 10,000 square yards of new pavement installation, 5,000 linear feet each of various line striping sizes, and 50-250 units each of specialized markings and installations such as handicap space markings, parking bumpers, and curb painting. The solicitation received six responsive bids opened on January 8, 2026 at 2:00 PM. The anticipated School Board approval date is February 10, 2026. The contract period runs from February 10, 2026 through February 9, 2028, with three optional one-year renewal periods available.
J&L General Services UNLTD, LLC, represented by Jessica Maldonado of Davenport, Florida, has been recommended for award as the lowest responsive and responsible bidder with a total bid price of $551,560.00 for the initial contract period. The winning bid includes hourly labor rates of $99.21 for standard time (Monday-Friday, 7:00 AM-5:00 PM) and $124.01 for non-standard hours, plus equipment rental and subcontractor services markups capped at 10%. Competing bidders included Icon Construction Enterprise LLC ($660,867.25), Landmark Paving LLC ($1,553,235.00), Pave-Rite, Inc. ($1,299,685.00), PSG Concrete & Excavation LLC ($1,286,250.00), and Superior Asphalt, Inc. ($1,539,200.00). All pricing remains firm for the initial twelve months, with potential adjustments thereafter requiring documented justification and 30 days' written notice. Protests must be filed within the timeframe prescribed by Section 120.57(3), Florida Statutes, and any required bid bonds must be posted before the deadline to preserve protest rights.
