The FY27-04 Culvert Products bid category encompasses single-wall and double-wall corrugated polyethylene culvert piping in various diameters (6" through 48"), culvert couplings in multiple configurations, and geotextile fabric, with estimated quantities detailed by geographic region (Northern, Central, and Southern Berkshire County). Bid packages became available March 12, 2026 through the BRGPP's OpenGov online procurement portal, with a question submission deadline of March 27, 2026 at 4:00 p.m. and response deadline of March 30, 2026 at 4:00 p.m. All bids must be submitted electronically no later than April 2, 2026 at 1:00 p.m., with public opening and reading to follow immediately. Contract awards are expected by April 20, 2026, and the resulting contract(s) will be effective for one year with no identified renewal options.

Pricing must remain firm throughout the contract period and exclude federal excise taxes and Massachusetts sales taxes due to the tax-exempt status of BRGPP and participating municipalities. Materials must be new and delivered within 30 days of purchase order issuance, with bidders required to provide a percentage discount for products picked up at their location. All materials must conform to Commonwealth of Massachusetts Department of Transportation Standard Specifications for piping, couplings, and geotextile fabrics. There are no identified set-aside designations or incumbent vendors specified in the procurement. Winning bidders must maintain comprehensive insurance coverage including worker's compensation at statutory limits, employer's liability of $1,000,000, automobile and general liability of $1,000,000 each, and excess umbrella liability of $4,000,000, with BRGPP named as additional insured. Bids exceeding $50,000 require a 5% bid deposit in the form of a bid bond, certified check, or cash. Winning bidders must submit quarterly reports within 21 days of each fiscal quarter end and pay a 1.75% quarterly administrative fee based on reported sales volume. Awards will be made to the lowest price responsible and responsive bidder, with BRGPP retaining the right to award multiple contracts to different vendors and divide awards geographically among the three county subsections.
