About this file
This document is a letter from the Mexican Section of the International Boundary and Water Commission (IBWC) to the U.S. Section regarding a payment adjustment for an infrastructure project. The letter details a construction project for the Right Lateral Canal 27+630 of the 4 de Abril Canal in Irrigation District 014 Rio Colorado, Mexico, which was implemented under Minute 323 of the Commission. The total project payment was $204,393.03, paid on October 24, 2025. Due to exchange rate fluctuations between the payment request date (September 25, 2025) and the actual payment date (October 28, 2025), the Mexican Section experienced a loss of $1,579.46, for which they are requesting reimbursement from the U.S. Section in accordance with a 2017 Joint Memorandum of Secretaries establishing exchange rate payment criteria.

ENG. RAMON MACIAS
PRINCIPAL ENGINEER
International Boundary and Water Commission 4191 North Mesa Street, El Paso, TX 79902-1423
Dear Eng. Macias:
I am following up on my letter No. CILA/DI/1550/2025 dated September 25, 2025, with which I sent you Statement No. 1 for works and No. 2 for supervision of the infrastructure project consisting of the Construction of the Right Lateral Canal 27+630 of the 4 de Abril Canal from km 0+000 to 2+320 in Irrigation Module No. 11 of Irrigation District 014 Rio Colorado in Mexico, which is being implemented under the framework of Section IX.A of Minute 323 of this Commission, and I requested from that U.S. Section the payment of the cited statements for an amount that, at the exchange rate established according to the request date, of $18.4265 pesos to the dollar, amounted to a total of $204,393.03 dollars (Two hundred four thousand three hundred ninety-three dollars 03/100).
In this regard, on October 24, 2025, this Mexican Section received, by means of electronic payment to the bank account of the Comisión Internacional de Límites y Aguas entre México y los Estados Unidos, the cited amount of $204,393.03 dollars, as payment for the cited statements.
Consequently, the payment was made to the works and supervision companies on October 28, 2025; on that date, the exchange rate fluctuated significantly, being below the one used on September 25, 2025, when the payment was requested. This fluctuation caused losses for this Section, which are detailed in the following table:

In light of the above, in accordance with the Joint Memorandum of Secretaries, which establishes the criteria for defining the exchange rate for payments between the two Sections, dated August 24, 2017, I wish to request from you an adjustment in consideration of the fluctuation detailed above because of the prevailing exchange rate between the date of the request (September 25, 2025) and the date of payment (October 28, 2025); therefore, I would appreciate it if you would send us the amount of $1,579.46 dollars (One thousand five hundred seventy-nine dollars 46/100), in order to compensate for the impact caused by the fluctuation in question to the funds of this Mexican Section.
I take the opportunity to reiterate to you the assurance of my attentive consideration.
SINCERELY
