About this file

This document is a translated official correspondence from the International Boundary and Water Commission (IBWC) between the Mexican and U.S. Sections regarding the Anzalduas Dam structural safety project. The U.S. Section has contracted Stantec Consulting Services, Inc. to prepare a bridge engineering study and design of truss beam supports for the Anzalduas International Dam, with a total project cost of $1,512,000.00. The project was recommended by the U.S. Army Corps of Engineers in a November 2024 structural analysis report.

The Mexican Section agrees on the need for the study but notes they were not consulted in advance and currently lack joint funding resources. The letter proposes a binational meeting on November 13 to discuss cost distribution for the project. The communication is from Agustín Boone González, Principal Engineer of the Mexican Section, to Isela Canava, Principal Engineer of the U.S. Section, located in El Paso, Texas, and is marked as a "Sensitive but Unclassified" document with restricted distribution.

Dear Eng. Canava:

I refer to your letter No. US 183/25, dated October 17, 2025, in which you mention that the U.S. Section contracted the company Stantec Consulting Services, Inc. to prepare the bridge engineering study and design of truss beam supports for Anzalduas International Dam, with a total cost of $1,512,000.00 dollars. This project was recommended in the report entitled, “Anzalduas Dam Structural Analysis of truss beam used a closure structure and final recommendations for rehabilitation” [sic] prepared by the United States Army Corps of Engineers in

November 2024.

In this regard, I inform you that this Mexican Section is in agreement about the need to perform the referenced study; however, since the contracting of this study was not agreed to in advance by both Sections, this

Mexican Section does not currently have the resources to fund it jointly. In that sense, I agree with you about the need to hold a binational meeting to continue the conversations related to cost distribution for the referenced project, so I propose to you that said meeting be held on November 13 of this year.

I take the opportunity to reiterate to you the assurance of my attentive consideration.

SINCERELY

(signed)
