About this file
This document is a Questions and Answers (Q&A) file for Solicitation #FY26-HRFEXEVAL for the Washington Army National Guard Homeland Response Force (HRF) Evaluation exercise. The Q&A addresses six specific contractor requirements, including the need to provide nerve agent and radiation buttons, clarify Incident Command System (ICS) personnel roles, confirm 20 weighted rescue manikins, specify medical support (ALS and BLS with two qualified paramedics), and confirm equipment provisions. Key clarifications include that no Area Command/Incident Command personnel are required, S&E will provide 16 concrete slabs for reset, and a lumber kit has already been purchased, eliminating the need for additional materials. The exercise is scheduled for 15-20 November 2025.
