About this file
This is a Scope of Work for an HVAC system replacement project at the International Boundary and Water Commission, US Section (USIBWC) headquarters in El Paso, Texas.
The project requires removal of an existing air-cooled Liebert HVAC system that uses R-22 refrigerant and installation of a replacement system with similar capacity and functionality in the headquarters LAN room. The contractor must provide and install one Liebert PDX Air-Cooled System (model PX023UA1A809KM or equivalent) with a remote condensing unit, along with a motorized damper system to enable switching of cooling air between the new Liebert unit and the existing Carrier HVAC system. The new system must use R-410A refrigerant or an alternative compliant with current regulations. Key performance specifications include 23 kW cooling capacity, minimum Energy Efficiency Ratio (EER) of 10.0, 460V three-phase 60Hz electrical service, operating temperature range of 65°F to 95°F ambient, and digital microprocessor-based controls with remote monitoring capability. All work must comply with ASHRAE standards, EPA regulations, and applicable federal energy efficiency requirements. The contractor must also provide crane service for equipment removal and installation, handle refrigeration piping installation, perform electrical reconnection, conduct system startup and commissioning with documentation of operating temperatures and pressures, and furnish complete Operation & Maintenance manuals in hard copy and digital formats. The minimum warranty requirement is one year parts and labor with a five-year compressor warranty; vendors are encouraged to propose extended warranty options. Proposal submissions must include technical specifications, detailed cost breakdown, project schedule, and warranty information.
