About this file
This is a Statement of Requirements (SOR) for a ProQuest database subscription to support Air University's research and educational needs. The Air University Library requires access to a comprehensive package of ProQuest databases and collections from October 1, 2026, through September 29, 2031. The primary databases include ProQuest Central (covering journals, dissertations, working papers, and company reports with an integrated AI research assistant), US Newsstream Collection (over 1,000 newspapers), and Newspapers.com World Collection (5+ million historical newspaper articles). The subscription must also include Syndetics Unbound, an online library catalog enrichment tool, and maintain ongoing service fees for 13 previously purchased collections including History Vault, Digital National Security Archive, historical newspapers, and congressional research materials.
Delivery requirements specify unlimited online access for Air University students, faculty, and staff across both on-campus and distance learning populations. The databases must be accessible individually and through a unified search interface enabling simultaneous searching across all content. All resources must support durable URLs at the title and article level for direct linking without vendor mediation, and authentication must be provided through IP-based access. The related federal contract opportunity indicates this is a sole-source award to ProQuest LLC through the 42nd Contracting Squadron at Maxwell Air Force Base, Alabama, under Air Education and Training Command.
