About this file
This Performance Work Statement (PWS) outlines maintenance requirements for the debris vessel Reynolds for the U.S. Army Corps of Engineers (USACE) Baltimore District. The comprehensive maintenance scope includes multiple critical tasks: haul and pressure wash the vessel, drain and inspect keel coolers, remove and replace propellers and shafts, conduct an ultrasound hull inspection, potentially replace up to 40 square feet of hull plating, remove and replace survey transducers, apply marine-grade paints and coatings, install a new fire alarm system, replace the black water holding tank, and install a new marine toilet. The work must be completed within 90 days of contract award and vessel delivery, with all services performed within the Chesapeake Bay and its tributaries.
Key technical requirements mandate all work meet U.S. Coast Guard (USCG) standards, be performed by certified welders and marine electricians, and use marine-grade materials. The contractor is responsible for all equipment, services, and materials, with a minimum 12-month warranty on all work. Specific technical specifications include using Seaguard marine coatings, A36 steel for hull repairs, and installing detailed fire detection systems across multiple vessel zones. The project point of contact is Andrew Payson, and invoicing must occur within 5-15 days of contract activity completion, with a single Microsoft Word copy of the 1-year warranty to be submitted prior to debris removal.
