About this file
This Sole Source (Including Brand Name) Justification document is for the 375th CONS/PKB2 contracting activity, seeking to acquire TC Communications equipment for the Flightline System Communications Upgrade. The requirement is to engineer, furnish, install, and test equipment for Air Traffic Control Meteorological and Navigation system(s) modernization, specifically replacing degraded copper connectivity and legacy fiber optic transport equipment (channel banks) that are failing and no longer supported.
The procurement focuses on TC8000 series fiber optic transport and TC3800 series JumboSwitch equipment, which will standardize communications infrastructure and position systems for eventual migration to the Defense Information Systems Network (DISN). TC Communications is the sole manufacturer, though not the sole distributor. The justification notes that without this equipment, there is a risk of losing critical air-to-ground radio communications and navigation aid support, potentially causing mission delays/failures and safety risks for personnel at Scott AFB and Mid-America Airport. Market research was conducted, with two sources (9th Degree a SDVOSB and ACG Systems) submitting capabilities statements.

Currently ATCALS is utilizing degraded copper connectivity and/or using legacy fiber optic transport equipment, commonly known as "channel banks" within our community. This transport equipment consistently fails, is well beyond its life cycle and is no longer logistically supported. Due to the repeated interruptions to ATC operations, a standardized solution that can support all equipment in the ATCALS program portfolio is required. After much research and fielding these units at several bases already, the TC8000 series fiber optic transport and TC3800 series JumboSwitch equipment manufactured by TC Communications provides the required solution. It meets all requirements for interconnectivity over fiber optics and postures our systems for eventual migration to the Defense Information Systems Network (DISN). TC Communications is the sole manufacturer of this equipment, however they are not the sole distributor. Any authorized reseller or distributor can buy the equipment through TC Communications.

If the TC Equipment is not purchased, the current system, Charles Industries fiber channel bank, will continue to degrade leading to the loss of critical Air to Ground radio communications and Navigation Aid support resulting in missiondelays/failure and the risk of safety of flight for Scott AFB personnel as well as civilian personnel using Mid-America Airport.
